Authorizing the City Manager to negotiate and execute a contract with Pulitzer/Bogard & Associates in the amount of $27,500.00 to provide a full update to the 2020 Kansas City Detention Center Study from funds previously appropriated; waiving contract solicitation and award provisions; and recognizing this ordinance as having an accelerated effective date.

WHEREAS, proceeds of the City’s Public Safety Sales Tax are to be used for the purpose of a standalone fund adopted specifically for the purchase and maintenance of capital assets related to Kansas City Police Department activities; and
WHEREAS, Council has directed staff to proceed with developing a mental health and rehabilitation services facility as well as a modern detention center campus; and
WHEREAS, staff is advancing those efforts with these funds and advancing the Detention Center Campus project; and
WHEREAS, Pulitzer/Bogard & Associates previously conducted a population and forecast study assessing the needs of a potential Kansas City Detention Center (the “2020 Kansas City Detention Center Study”) utilizing population data through the end of 2019; and
WHEREAS, a full update to the 2020 Kansas City Detention Study is necessary to better inform Council’s actions with respect to a potential municipal rehabilitation and detention center; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:
Section 1. That the City Manager is hereby authorized to negotiate and execute a contract with Pulitzer/Bogard & Associates in the amount of $27,500.00 to provide a full update to the 2020 Kansas City Detention Center Study from funds previously appropriated to Account No. 24-2320-898023-B-89022001 for Project No. 89022001 - Kansas City Detention and Rehabilitation Center Campus project.
Section 2. That pursuant to Section 3-35(b)(5), Section 3-437(b), and Section 3-603(d) of the Code of Ordinances, the Council hereby determines that it is in the best interests of the City to waive the contract solicitation and Chapter 3, Article IV requirements otherwise set out in the Code of Ordinances for the above contract with Pulitzer/Bogard & Associates and does hereby waive those requirements.
Section 3. That this ordinance relating to the design, repair, maintenance or construction of a public improvement is recognized as an ordinance with an accelerated effective date as provided in Section 503(a)(3)(D) of the City Charter and shall take effective in accordance with Section 503, City Charter.
