Appropriating $10,000.00 from the [Unappropriated Fund Balance of the ____ Fund, Fund No. ____] to support JuneteenthKC’s financial empowerment and wealth activity; directing the City Manager to propose up to $75,000.00 in submitted budgets for FY27-28 as sustained funding for JuneteenthKC; directing the City Manager to review Neighborhood Tourist Development Fund allocations over the past ten years and recommend 2027 budget policies to stabilize and invest in City heritage festivals with a ten-year or longer funding history with the City; and recognizing this ordinance as having an accelerated effective date.

WHEREAS, Juneteenth was brought to Kansas City in 1980 by Horace M. Peterson III, founder of the Black Archives of Mid-America, Inc. and is an annual heritage celebration and platform that commemorates the emancipation of enslaved Africans in America;
WHEREAS, JuneteenthKC is Kansas City, Missouri's premiere community heritage celebration and is hosted annually within the 18th & Vine Historic District;
WHEREAS, the City of Kansas City continues to recognize the profound importance of supporting and promoting culturally inclusive celebrations that strengthen community bonds and foster a sense of belonging and historical awareness;
WHEREAS, JuneteenthKC is recognized as a premiere community heritage celebration of having a funding history of over 10 years with the City of Kansas City; NOW THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:
Section 1. That the sum of $10,000.00 is hereby appropriated from the Unappropriated Balance of the [ACCOUNT NAME] to the following account for the purpose of the financial empowerment and wealth activity aimed toward economically vulnerable residents in Kansas City, Missouri.

Section 2. That the City Manager is hereby designated as requisitioning authority for XXXXXXXXXXX.
Section 3. That the Council hereby directs the City Manager to identify and propose funding in the annual budget of the City in an amount of up to $75,000.00 for FY27-28 for as sustained funding for JuneteenthKC.
Section 4. That the City Manager is hereby directed to review Neighborhood Tourist Development Fund funding over the past 10 years and offer a policy recommendation for the Fiscal Year 2027-2028 budget that provides funding for stabilizing and investing in all City festivals that celebrate and honor heritage that have a 10 year or more funding history with the City, and that the City Manager report back to City Council in 90 days.
Section 5. That this ordinance relating to the appropriation of money is recognized as an ordinance with an accelerated effective date as provided by Section 503(a)(3)(C) of the City Charter and shall take effect in accordance with Section 503, City Charter.
