Accepting a Ewing Marion Kauffman Foundation grant in the amount of $50,000.00; estimating revenue in the amount of $50,000.00 in the General Grants Fund; appropriating that amount to the Spark Capacity Program account of the General Grants Fund; designating requisitioning authority; and recognizing this ordinance as having an accelerated effective date.

WHEREAS, the City of Kansas City, Missouri, KC BizCare Office, established in 2009, has provided free business resources, advocacy, and information to new and existing businesses operating within the City. The office provides guidance and assistance to help business owners understand and comply with city, state, and federal requirements for operating a business. The mission of KC BizCare is to assist current and perspective entrepreneurs with local business registration support for starting or expanding a business. Toward this end, the office has provided information and support for business registration, zoning, permitting, business licenses, and other local requirements, and referred local business owners to appropriate community partners, City departments, resources, and other services; and
WHEREAS, KC BizCare was awarded an Ewing Marion Kauffman Foundation grant in the amount of $50,000.00 that runs from September 1, 2021, through March 31, 2022, for participation in the 2021 Heartland Spark Program, a capacity-building program for entrepreneur support organizations (ESOs) in Missouri, Iowa, Nebraska, and Kansas; and
WHEREAS, the City is currently participating in the Heartland Spark Program, which is designed to create a more equitable and diverse ecosystem for entrepreneurs. Community Wealth Partners, a social-sector consulting firm, is managing the program in partnership with other capacity building organizations who bring specialized expertise in the program’s content areas. Participants will work on strengthening core organizational competencies; and
WHEREAS, the KC BizCare Office will apply strategies developed out of the Heartland Spark Program for increased collaboration, an improved ability to build productive and mutually beneficial working relationships with peers, funders, and/or other supporters, stronger organizational capabilities with a DEI lens, improved knowledge of selected organizational competencies with a DEI lens and longer-term, consistent application of learnings, clarified value, and strengthened influence, and a clearer understanding of the organization’s niche in the ESO ecosystem and ways in which it can better support entrepreneurs and influence the ecosystem; and
WHEREAS, the COVID-19 pandemic has resulted in an immediate shock to the economy and the City recognizes this has impacted Kansas City’s business community. The KC BizCare Office will utilize its system to identify and track the state of businesses impacted by the CDC’s Recommendations for COVID-19, the Mayor’s State of Emergency Proclamation, and related orders and ordinances, especially our “most vulnerable” businesses, including minority-owned businesses and businesses located in our City’s urban core; and
WHEREAS, City leaders have been identified to oversee the services provided to our new and existing small businesses, specifically Nia Richardson, Assistant to the Director for Small Business and Entrepreneurship and Director for KC BizCare Office; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:
Section 1. That the City Manager, or his designee, is hereby authorized to accept a $50,000.00 grant from the Ewing Marion Kauffman Foundation. A copy of the grant agreement is on file in the City Manager’s Office.
Section 2. That revenue in the following account of the General Grants Fund is estimated in the following amount:
22-2580-100001-480070-G10SPKCPPR22 Spark Capacity Program $50,000.00
Section 3. That $50,000.00 is appropriated from the Unappropriated Fund Balance of the General Grants Fund to the following account:
22-2580-105804-B-G10SPKCPPR22 Spark Capacity Program $50,000.00
Section 4. That the City Manager, or his designee, is designated as requisitioning authority for Account No. 22-2580-105804.
Section 5. That this ordinance, which appropriates money, is recognized as an ordinance with an accelerated effective date as provided by Section 503(a)(3)(C) of the City Charter and shall take effect in accordance with Section 503 of the City Charter.
