Authorizing the Director of Housing and Community Development to execute a contract with Care Beyond the Boulevard to provide a non-congregate, low-barrier shelter facility, ancillary services, to assist unsheltered families and individuals, using the previously-appropriated HOME ARP funds in the amount of $7,137,610.00 under a Request for Proposal (RFP) and an additional $250,000.00 from funds previously appropriated by Ordinance No. 240690 to enhance the area around the facility; authorizing the purchase of property at 5100 Linwood Boulevard, Kansas City, Missouri 64128; and designating the Director of the Housing and Community Development as requisitioning authority for the same.

WHEREAS, the City is seeking to provide non-profit operating and capacity building assistance, as well as supportive housing services, including homeless prevention and housing counseling, capacity building, eligible operating costs, and administration; and 

 

WHEREAS, on April 30, 2024, the City, through the General Services Department, and Procurement Services Division on behalf of the Housing and Community Development Department, requested proposals to provide a non-congregate, low barrier shelter facility to assist unsheltered families and individuals within our community for qualified populations associated with the HOME ARP Allocation Plan as approved by the Department of Housing and Urban Development (HUD); and

 

WHEREAS, on July 22, 2024, the evaluation committee recommended the proposal of Care Beyond the Boulevard, pursuant to an RFP; and

 

WHEREAS, the contract shall include (1) acquisition of 5100 Linwood Boulevard, Kansas City, Missouri 64128 and renovation of an existing homeless services space so that portion of the building can be used as non-congregate, medical respite facility; (2) 24/7 operation of the shelter with case management/services; and (3) capacity expansion through a jobs program for homeless individuals and the addition of a fundraising professional for sustainability; and

 

WHEREAS, the Director of Housing and Community Development recommends awarding Care Beyond the Boulevard HOME ARP funds in the amount of $7,137,610.00, to support the development of Care Beyond the Boulevard's Care House for non-congregate shelter, supportive housing services, homeless prevention, capacity building, eligible operating cost, and administration; and

 

WHEREAS, funding for this project is contingent upon the approval of the Department of Housing and Urban Development (HUD). Once HUD has successfully provided its approval, funds will be allocated accordingly; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1.  That the Director of Housing and Community Development is hereby authorized to execute a contract with Care Beyond the Boulevard, Inc. to provide non-congregate, low-barrier shelter facilities, ancillary services, to assist unsheltered families and individuals using previously appropriated funds under an RFP in the following Accounts:

Section 2.  That the Director of Housing and Community Development is authorized to allocate the amount of $7,387,610.00 for the acquisition of the property at 5100 Linwood Boulevard, Kansas City, Missouri 64128, and for the rehabilitation of existing units on the site. This initiative aims to provide medical respite non-congregate shelter for individuals experiencing homelessness.

 

Section 3.  That the Director of Housing and Community Development is authorized to expend $250,000.00 from funds previously appropriated in Account No.  26-1000-555308-B, to enhance the area that is within 1000 feet of the facility; and

 

Section 4.  That the Director of the Housing and Community Development is hereby designated as the requisitioning authority for Account Nos. 26-2940-555308-619080-G55HOMEARP, 26-2940-555317-619080-G55HOMEARP and 26-1000-555308-B-55240690.
