Appropriating $1,000,000.00 from the Unappropriated Fund Balance of the Parks Sales Tax Fund, to fund construction of the Martin Luther King, Jr. Square Park Pedestrian Bridge.

WHEREAS, in August of 2012, the voters of Kansas City, Missouri overwhelming approved a half-cent sales tax increase, in perpetuity, to benefit parks and community centers; and
WHEREAS, the Parks Sales Tax Fund provides the complete funding source for the Engineering, Planning, and Design Services Division of the Kansas City’s Parks and Recreation Department; and
WHEREAS, the Parks and Recreation Department desires to design and install a Federal Highway Administration (FHA) funded pedestrian bridge across Brush Creek from Woodland Avenue to Martin Luther King, Jr. Square Park; and
WHEREAS, this upgrade aligns with the Parks and Recreation Department’s mission and goal of equity in health and wellness in the community; and
WHEREAS, this one project is utilizing grant funds from FHA and requires matching funds from the Parks and Recreation Department; and
WHEREAS, the project was approved by the Board of Parks and Recreation Commissioners to use $1,000,000.00 from the Parks Sales Tax Fund to fund this improvement at Martin Luther King, Jr. Square Park; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:
Section 1. That the sum of $1,000,000.00 is hereby appropriated from the Unappropriated Fund Balance of Fund No. 2030, Parks Sales Tax Fund, to the following account:
24-2030-701300-611060-70240091 MLK Jr Park Pedestrian Bridge $1,000,000.00

I hereby certify that there is a balance, otherwise unencumbered, to the credit of the appropriation to which the foregoing expenditure is to be charged, and a cash balance, otherwise unencumbered, in the treasury, to the credit of the fund from which payment is to be made, each sufficient to meet the obligation hereby incurred.
