COMMITTEE SUBSTITUTE
Authorizing acceptance of an anticipated $23,188,787.00 Infrastructure Investment and Jobs Act (IIJA) Grant Offer from the United States of America, acting through the Federal Aviation Administration (FAA); for the purpose of providing funds for Runway 1L/19R Taxiway High Speed Connectors Reconstruction; and recognizing this ordinance as having an accelerated effective date.

WHEREAS, the City of Kansas City Aviation Department submitted to the FAA a project application dated April 25, 2025, for a grant of Federal IIJA funds for a project at or associated with the Kansas City International Airport and anticipates that $23,188,787.00 will be offered in grant 3-29-0040-100-2025; and
WHERAS, the City of Kansas City through Ordinance No. 250016 estimated revenue, appropriated funds from the Unappropriated Fund Balance and authorized a contract with Ideker, Inc. for the 1L-19R High Speed Connectors Phase 2 project at Kansas City International Airport; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:
Section 1. That the Director of the Aviation Department, or her designee, is authorized to accept a $23,188,787.00 grant from the Infrastructure Investment and Jobs Act (IIJA) Grant Offer from the United States of America, acting through the Federal Aviation Administration (FAA) for the purpose of the purpose of providing funds for the reconstruction of Runway 1L/19R Taxiway High Speed Connectors A1, A2, A3, A4, A6, A8, A10, A12, A13, A14, Taxiway A east shoulder, Runway 1L-19R east shoulder, storm drainage system modification/replacement, installation of elevated taxiway edge lights, taxiway centerline lights, airfield signage, and pavement markings - Phase 3 Construction - 66% of the project. A copy of the grant agreement, identified as 3-29-0040-100-2025, is on file in the Aviation Department and is approved in substantial form.
Section 2. That this ordinance, relating to the design, repair, maintenance or construction of a public improvement, is recognized as an ordinance with an accelerated effective date as provided by Section 503(a)(3)(D) of the City Charter and shall take effect in accordance with Section 503, City Charter.

I hereby certify that there is a balance, otherwise unencumbered, to the credit of the appropriation to which the foregoing expenditure is to be charged, and a cash balance, otherwise unencumbered, in the treasury, to the credit of the fund from which payment is to be made, each sufficient to meet the obligation hereby incurred.
