Authorizing the City Manager to execute an Airport Agreement for use of Kansas City International Airport (“KCI”), Kansas City Downtown Airport-Wheeler Field (“MKC”) facilities, and ancillary services for the FIFA Women’s World Cup 2031; stating the Council's intent to provide funding for certain City airport related services in connection with the 2031 FIFA Women’s World Cup 2031; and directing the City Manager to include funding for required City services in the 2028-29 and 2029-30 annual budgets.

WHEREAS, the official Host City selection process is highly competitive and considers various factors such as city profile, airport, stadiums, training facilities, local transportation, hotels, and other infrastructure; and
WHEREAS, in order to be selected as a Host City, in addition to the Host City Agreement, the City is required to submit an offer in an Airport Agreement for KCI to be used in connection to the FIFA Women’s World Cup 2031; and
WHEREAS, hosting games for the FIFA Women’s World Cup 2031 and the related activities will result in a world-wide focus upon Kansas City; and
WHEREAS, the Council believes that the financial and other benefits to be obtained by the City greatly exceed the anticipated costs of providing services at KCI for the FIFA Women’s World Cup 2031 and related events; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:
Section 1. That the City Manager is hereby authorized to negotiate and execute an Airport Agreement for use of KCI, MKC, and ancillary services for the FIFA Women’s World Cup 2031 and related events. The City Manager is authorized to modify the agreement to meet any Federal Aviation Administration requirements.
Section 2. That the Council hereby expresses its intent to provide the necessary funds to provide services at KCI to support the FIFA Women’s World Cup 2031 games that will be played in Kansas City and all related events and activities.
Section 3. That the Council hereby directs the City Manager to include, in the submitted budget for fiscal years 2028-29 and 2029-30, the necessary funding to provide services at KCI, MKC, and all other related contractual obligations contained in the Airport Agreement to support the FIFA Women’s World Cup 2031 games that will be played in Kansas City and all related events and activities.
