COMMITTEE SUBSTITUTE

 

Amending Committee Substitute for Ordinance No. 250855 by repealing Section 1 and replacing with a new Section 1 to direct the City Manager to engage Child Care Aware of Missouri, Kids Win Missouri, and TOOTRIS for the purpose of establishing and administering a one-year Tri-Share Childcare pilot program, subject to administration cost limits; and waiving the solicitation requirements for certain City contracts.

WHEREAS, Committee Substitute for Ordinance No. 250855 directed the City Manager to establish and administer a Tri-Share Childcare pilot program (the “Program”) and allocated funds for the Program; and

 

WHEREAS, Committee Substitute for Ordinance No. 250855 passed in October 2025 and directed the City Manager to establish and administer the program, along with an internal eligibility verification process in collaboration with the Director of Human Resources, Fire Chief, and Board of Police Commissioners; and

 

WHEREAS, the state of Missouri has previously established such a program, which is led by a collaboration that includes Child Care Aware of Missouri, Kids Win Missouri, and TOOTRIS; and

 

WHEREAS, the City seeks to promote efficiency by partnering with Child Care Aware of Missouri, Kids Win Missouri, and TOOTRIS for administration of the Program and to extend the duration of the Program, should the program administration not exceed cost limitations; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section A. That Section 1 of Committee Substitute for Ordinance No. 250855 is hereby repealed and a new Section 1 is enacted in its place, to read as follows:

 

Section 1. That the City Manager is directed to engage Child Care Aware of Missouri, Kids Win Missouri, and TOOTRIS for the establishment and administration of a one-year Tri-Share Childcare pilot program for eligible first responders in accordance with the terms of the State of Missouri contribution and the provisions of Committee Substitute for Ordinance No. 250855, subject to the cost limitations set forward in Section B.

 

Section B. That the City Manager is authorized to contract with the entities identified in Section 1 for administration of the Program only if the total administration costs do not exceed ten percent (10%) of the total Program cost. If the administration costs quoted or proposed by such entities exceed ten percent (10%) of the total Program cost, the City Manager shall proceed with internal administration of the Program by City staff and resources.

 

Section C. That pursuant to Section 3-35(b)(5), Code of Ordinances, the City Council hereby waives the solicitation requirements for certain city contracts because it finds that engaging with TOOTRIS for the Tri-Share Childcare Program is in the best interests of the City.
