RESOLUTION - Approving a Strategic Plan as a guide for revitalizing commercial centers and supporting neighborhoods in the area generally referred to as Hickman Mills; bounded by E. 87th Street to the north, Raytown Road to the east, city limits to the south, and Highway 71 to the west.

WHEREAS, the City recognizes that vibrant commercial centers contribute to the quality of life of residents; and
WHEREAS, neighborhood-serving commercial centers provide residents with access to daily needs and services, employment opportunities, and community amenities; and
WHEREAS, several commercial centers within the Hickman Mills area have experienced vacancies, deferred maintenance, and changing consumer preferences that impact long-term viability; and
WHEREAS, residents have identified concerns with commercial centers in the Hickman Mills area, including public safety, walkability, lighting, and general blight; and
WHEREAS, Councilperson Curls of the 5th Council District requested a strategic planning process to identify ways to address challenges facing local commercial centers and to support the neighborhoods that depend on them; and
WHEREAS, residents of the Hickman Mills area in conjunction with the City Planning and Development Department created a strategic plan; and
WHEREAS, the City Plan Commission considered such plan (CD-MISC-2026-00004) on September 16, 2026; and
WHEREAS, after all interested persons were given an opportunity to present testimony, the City Plan Commission did on September 16, 2026, did unanimously recommend approval of the Hickman Mills Strategic Plan; NOW, THEREFORE,
BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:
Section A. That the Hickman Mills Strategic Plan is hereby adopted as a guide for revitalizing commercial centers and supporting neighborhoods in the area generally referred to as Hickman Mills; bounded by E. 87th Street to the north, Raytown Road to the east, city limits to the south, and Highway 71 to the west. A copy of the Hickman Mills Strategic Plan is attached hereto, in substantial form, and is hereby approved.
Section B. That the Hickman Mills Strategic Plan is consistent and complies with the KC Spirit Playbook, adopted on April 18, 2023, by Resolution No. 230257.
Section C. That the Council finds and declares that before taking any action on the proposed strategic plan hereinabove, all public notices have been given, and hearings have been held as required by law.
