WHEREAS, City Council passed Ordinance No. 190332 on May 2, 2019, authorizing a $6,116,000.00 design professional services contract with Black & Veatch Corporation, for the Modernization Improvements at the Water Treatment Plant project for preliminary design, final design and bidding services for Construction Bid Packages No. 1 and No. 2; and
WHEREAS, the original executed contract’s value was $4,011,980.00 and was executed by the City on July 18, 2019. The ordinance included funds for a subsequent amendment; and
WHEREAS, the City executed a no-cost Amendment No. 1 on April 10, 2020, revising contract language; and
WHEREAS, the City executed a $1,183,000.00 Amendment No. 2 on November 10, 2021, adding construction phase services to the project; and
WHEREAS, City Council passed Ordinance No. 210913 on October 21, 2021, authorizing a $4,527,732.00 Amendment No. 3 adding design phase services to the project; and
WHEREAS, the City executed a $400,000.00 Amendment No. 4 on April 19, 2024, for design services for Phase 3 Modernization Improvements at the Water Treatment Plant, which will be incorporated into the current Phase 2 bidding documents for the Intake and the Water Treatment Plant Improvements design package, which included project management, preliminary design, final design and bidding services; and
WHEREAS, this proposed ordinance is for a $564,728.00 Amendment No. 5 for design services for Phase 3 Modernization Improvements at the Water Treatment Plant, which will be incorporated into the current Phase 2 bidding documents for the Intake and Water Treatment Plant Improvements design package, including project management, additional design phase services, additional wellfield modeling, and also includes an addition of 731 calendar days to the term for a total of 2,839 calendar days (approximately 7 years 9 months); NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:
Section 1. That the Director of Water Services Department is authorized to execute Amendment No. 5 to Contract No. 9472 in the amount of $564,728.00, for a total contract amount of $10,687,440.00 with Black & Veatch Corporation, for the Modernization Improvements at the Water Treatment Plant project, Project No. 80002132. A copy of this amendment is on file in the office of Water Services.
Section 2. That the Director of Water Services is authorized to expend up to the sum of $564,728.00 from Account No. 25-8010-807773-611040-80002132, Water Treatment Plants Modernization Improvements, to satisfy the cost of this amendment.
Section 3. That the Director of Water Services is authorized to extend the term of Contract No. 9472, with Black & Veatch Corporation, for an additional 731 days for a total term of 2,839 days (approximately 7 years 9 months) for a total contract amount of $10,687,440.00.
Section 4. That this ordinance, relating to the design, repair, maintenance or construction of a public improvement, is recognized as an ordinance with an accelerated effective date as provided by Section 503(a)(3)(D) of the City Charter and shall take effect in accordance with Section 503, City Charter.
