RESOLUTION - Directing the City Manager to develop a strategic sustainability plan and adopt an administrative regulation to guide City’s support to the community through its established Community Action Network (“CAN”) Centers and to report to the Council on such plan within 120 days, and on such administrative regulation within 30 days; and to present a corresponding, five-year funding plan to the Council before or at the same time as the presentation of the annual budget.

WHEREAS, Community Action Network (“CAN”) Centers were founded from the need for increased responsiveness to neighborhood problems and the need to coordinate code enforcement and law enforcement efforts via a targeted approach; and

 

WHEREAS, Community Action Network (“CAN”) Centers house a community engagement officer or specialist from the City’s Neighborhood Preservation Division <https://www.kcmo.gov/city-hall/departments/neighborhoods-housing-services/neighborhood-preservation>, provide a space for Kansas City Police Department <https://www.kcmo.gov/?splash=http%3a%2f%2fkcpd.org%2f&____isexternal=true> officers to collaborate, take reports or conduct other business in a community setting, and allow City and Kansas City Police Department representatives a forum to partner with residents and neighborhood leaders to decrease crime, promote civic engagement and improve the livability of neighborhoods; and

 

WHEREAS, Community Action Network (“CAN”) Centers have been established in various Kansas City Police Department patrol divisions throughout the City, including:  the Westside CAN Center and Ivanhoe Neighborhood Council in Central Patrol Division, the Vineyard CAN Center and Blue Valley CAN Center in East Patrol Division, the Blue Hills CAN Center and Marlborough Community Coalition in Metro Patrol Division, Northland Neighborhoods, Inc. in Shoal Creek/North Patrol Division and South Kansas City Alliance and Community Assistance Council in South Patrol Division; and

 

WHEREAS, on November 30, 2023, the City Council passed Ordinance No. 230944, authorizing the execution of a lease for premises at 3025 Prospect Avenue for the purposes of establishing an additional Community Action Network (“CAN”) Center; and

 

WHEREAS, the Council recognizes the continuing importance of providing local gathering spaces for neighbors and neighborhood organizations to address the issues outlined above; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the City Manager is hereby directed to develop a strategic sustainability plan for Community Action Network (“CAN”) Centers. Such plan shall describe the City Manager’s vision for Community Action Centers, including their function(s) and design, provide for their long-term sustainability over a ten-year period, and include specific strategies that encourage the ability of those centers to, within three years, effect immediate and transformative impacts on the community. In so doing, the City Manager shall solicit and incorporate appropriate input from stakeholders of all such Centers.

 

Section 2. That the City Manager is hereby directed to adopt an administrative regulation to guide City staff on the operation of any Community Action Network (“CAN”) Center that has been established within one year of the passage of this resolution, including the procedure for members of the community to host meetings or other events, and what services and supports will be offered, at such Center(s).

 

Section 3. That the City Manager is hereby directed to present the strategic sustainability plan, as described in Section 1 above, to the Council within 120 days, and is directed to present the administrative regulation, as described in Section 2 above, to the Council within 30 days.

 

Section 4. That the City Manager is hereby directed to present to Council, before or at the same time as the presentation of the annual budget, a five-year funding plan for Community Action Network (“CAN”) Centers that would allow City both to accomplish the goals set forth in the strategic sustainability plan described in Section 1 and to implement the procedures set forth in the administrative regulation described in Section 2. Such funding plan shall reflect a level of support for each Center that is commensurate with its respective ability to effect positive impact on the community.
