Repealing Committee Substitute for Ordinance No. 250544; estimating revenue in the amount of $5,358,363.00 to the MKC-Other Grants account; authorizing acceptance of an Airport Improvement Program (AIP) Grant offer from the United States of America, acting through the Federal Aviation Administration (FAA), for the purpose of providing funds for the Reconstruction of Taxiway B design, bidding, construction and construction phase services; and recognizing this ordinance as having an accelerated effective date.

WHEREAS, the City of Kansas City Aviation Department submitted to the FAA a project application for a grant of Federal AIP funds for a project at or associated with the Kansas City Downtown Airport - Wheeler Field (MKC); and

 

WHEREAS, Council passed Committee Substitute for Ordinance No. 250544 on July 24, 2025, authorizing acceptance of federal assistance in the amount of $2,708,000.00; and

 

WHEREAS, the FAA reevaluated the project application, available funds, and the priority status of the project, and indicated that it will increase its funding of the project, offering $5,358,363.00; and

 

WHEREAS, the City Council now desires to repeal Committee Substitute for Ordinance No. 250544 and enact a new ordinance authorizing acceptance of federal assistance in the amount of $5,358,363.00 for the project; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That Committee Substitute for Ordinance No. 250544 is hereby repealed.

 

Section 2. The revenue in the following account of the Aviation Fund is hereby estimated in the following amount:

 

26-8300-620000-478000                                           MKC-Other Grants                                                                $5,358,363.00

 

Section 3. That the Director of the Aviation Department, or her designee, is authorized to accept a $5,358,363.00 Airport Improvement Program (AIP) grant from the United States of America, acting through the Federal Aviation Administration (FAA), for the purpose of providing funds for design, bidding, construction and construction phase services for the Reconstruction of Taxiway B at the Kansas City Downtown Airport - Wheeler Field (MKC).  A copy of the grant agreement, identified as 3-29-0041-038-2025, is on file in substantial form in the Aviation Department and is approved.

 

Section 4.  That this ordinance, relating to the design, repair, maintenance or construction of a public improvement, is recognized as an ordinance with an accelerated effective date as provided by Section 503(a)(3)(D) of the City Charter and shall take effect in accordance with Section 503, City Charter.
