Estimating revenue in the amount of $335,039.74 in the Capital Improvements Fund; appropriating that amount from Unappropriated Fund Balance in the Capital Improvements Fund to the N.W. Waukomis Drive from N.W. Englewood to N.W. 68th Street project; and recognizing this ordinance as having an accelerated effective date.

WHEREAS, on April 2, 2013, the voters of Platte County, Missouri (“Platte County”) approved a county wide sales tax for 10 years for the purpose of financing transportation related projects, including, but not limited to, roads, bridges, drainage structures and sidewalk; and
WHEREAS, City Council passed Ordinance 160514, authorizing a Cooperative Agreement with Platte County for county construction projects on City roadways, whereby the City would fund and complete the design and right of way acquisition on joint projects and the County would pay for the construction of the improvements; and
WHEREAS, it is in the best interest of all the residents of Platte County and of the City to use apportion for the proceeds from this tax to finance the construction of certain improvements to N.W. Waukomis Drive from N.W. Englewood to N.W. 68th Street; and
WHEREAS, upon completion of N.W. 72nd St and I-29 to Overland - Street Improvement and N. Green Hills from Platte Brooke Dr to N.W. 78th St projects the City and Platte County agreed to transfer unused funds from each escrow account to the N.W. Waukomis Drive from N.W. Englewood to N.W. 68th Street escrow account; and
WHEREAS, Council passed Ordinance 230396 estimating $182,685.03 from N.W. 72nd St and I-29 to Overland - Street Improvement escrow account and appropriated the funds to the N.W. Waukomis Drive from N.W. Englewood to N.W. 68th Street project; and
WHEREAS, a total of $335,039.74 needs to be estimated from N.W. 72nd St and I-29 to Overland - Street Improvement and N. Green Hills from Platte Brooke Dr escrow accounts and appropriated to N.W. Waukomis Drive from N.W. Englewood to N.W. 68th Street project; NOW THEREFORE
BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:
Section 1. The revenue in the following account of the Capital Improvements Fund is hereby estimated in the following amount from Platte County funds from the N.W. 72nd Street escrow account:
26-3090- 891040-481900-89008230 N.W. 72nd St from I-29 to Overland Dr $14,038.30
Section 2. The revenue in the following account of the Capital Improvement Fund is hereby estimated in the following amount from Platte County funds from the Green Hills Rd- Platte Brooke escrow account:
26-3090- 891040-481900-89008207 Green Hills Rd- Platte Brooke $321,001.44
Section 3. That sum of $335,039.74 is hereby appropriated from the Unappropriated Fund Balance in the Capital Improvements Fund:
26-3090- 891040-B-89008260 N.W. Waukomis Dr - I-29 to NW 62nd $335,039.74
Section 4. This ordinance is recognized as an ordinance with an accelerated effective date as provided by Section 503(a)(3)(C) of the City Charter in that it appropriates money, and shall take effect in accordance with Section 503, City Charter.
