Finding that the Museum of Kansas City Carriage House project would be a benefit to the City and State of Missouri; authorizing the City Manager to work with The Museum of Kansas City to assist in the preparation of an application to the Missouri Development Finance Board (“MDFB”); authorizing an application to the MDFB for the authorization of state tax credits in an amount not to exceed $1 million to facilitate improvements at The Museum of Kansas City in Kansas City, Missouri; and authorizing the City Manager to execute a tax credit agreement with the MDFB for The Museum of Kansas City Carriage House project.

WHEREAS, the Museum of Kansas City is managed by the Kansas City Museum Foundation (“Foundation”); and

 

WHEREAS, the Museum of Kansas City’s mission is to preserve, interpret, and celebrate Kansas City through collections, exhibitions, and bold programs that reflect the City’s evolution and spirit, and engage visitors in unfolding stories about Kansas City’s vibrant history, cultural heritage, and pride; and

 

WHEREAS, the Museum of Kansas City’s vision is to be a hub of learning, creativity, and collaboration where individuals and communities innovate and inspire engagement and civic unity; and

 

WHEREAS, the Foundation is undertaking the restoration and rehabilitation of the Carriage House at the Museum of Kansas City (“Carriage House Project”), including exterior masonry, sheet metal, and tile roof restoration, HVAC improvements, restoration of original architectural fabric and décor, ADA accessibility improvements, and new exhibit development; and

 

WHEREAS, the Carriage House Project will highlight the significant impact of rural communities and small towns on Kansas City’s growth, including communities such as Weston, St. Joseph, Chillicothe, Jopin, and Hermann, among others; and

 

WHEREAS, the Carriage House Project will draw additional tourism into the downtown area, increasing revenue flows into not only the Historic Northeast region, but the City and Western Missouri as a whole; and

 

                     WHEREAS, the Board of Parks and Recreation Commissioners has authorized the Director of Parks and Recreation or his designee to proceed with obtaining City Council approval to submit an application with the Missouri Development Finance Board; and

 

WHEREAS, the City Council has expressed support for the previous phase of the Museum of Kansas City renovations through passage of Ordinance No. 180665, which authorized the submission of a prior MDFB application, through which the Museum of Kansas City was awarded $1 million of tax credits; and

 

WHEREAS, $1 million in contribution tax credits from the MDFB would generate up to $2 million in additional funds for the Carriage House Project and is necessary to complete the project; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

                     Section 1. The Carriage House Project will benefit both the City and the State of Missouri by enhancing the museum experience for patrons by rehabilitating an existing historic structure, and adding new exhibits highlighting the impact of surrounding rural communities on the growth and development of Kansas City. 

 

                     Section 2. The Carriage House Project will benefit the City and the State of Missouri through increased economic output from the Museum, generating additional tourism, economic activity, and tax revenue.

 

                     Section 3.  The Carriage House Project will encourage Kansas City and Western Missouri youth to develop a greater understanding of the importance of history and education in their daily lives.

 

Section 3. The City Manager is authorized to work with the Museum of Kansas City on the preparation of an application to the Missouri Development Finance Board (“MDFB”) through the State Tax Credit for Contribution Program that, subject to the receipt of contribution tax credits, makes possible the financial feasibility of the Carriage House Project.

 

Section 4. The City Manager is authorized to file an application with the MDFB in an amount not to exceed $1 million for financing of the Carriage House Project through the State Tax Credit for Contribution Program.

 

Section 5. The City Manager is authorized to negotiate and execute a tax credit agreement with the Missouri Development Finance Board in connection with the issuance of state tax credits, if the City's application is approved.
