Authorizing the acceptance of a $395,000.00 grant from United States Department of Justice, Bureau of Justice Assistance (BJA) and Mental Health Collaboration Program to enhance the Kansas City Mental Health Court; directing the City Manager to identify a funding source for City’s matching funds; and recognizing an accelerated effective date.

WHEREAS, for 22 years the Kansas City Municipal Court has operated a Mental Health Court which provides therapeutic alternatives to incarceration for adult defendants with mental health disorders and co-occurring mental health and substance use disorders, focusing on intensive case management and temporary housing assistance to address the root causes of criminal behavior; and

 

WHEREAS, this initiative requires matching funds in the amount of $25,650.00 for FY 26, $39,350.00 for FY27 and $90,000.00 in FY28; and

 

WHEREAS, it will enhance Mental Health Court programing by partnering with University Health to provide more intensive and supportive services and aims to provide stable housing and robust mental health support to disrupt the cycle of homelessness and incarceration, thus fostering a safer, more supportive community environment; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the Court Administrator, on behalf of the City of Kansas City, Missouri, is authorized to accept a $395,000.00 grant from the Department of Justice, BJA and Mental Health Collaboration Program, to enhance Kansas City Mental Health Court.

 

Section 2. That the revenue in the following account of the General Grants Fund is hereby estimated in the following amount:

 

25-2580-270001-478295-G27DOJMHCP                      Department of Justice Mental

                                                                                                               Health Collaboration Program                          $395,000.00

 

Section 3. That the sum of $395,000.00 is hereby appropriated in the following accounts of the General Grants Fund:

 

25-2580-275700-B-G27DOJMHCP                                           Department of Justice Mental

                                                                                                               Health Collaboration Program                         $395,000.00

 

Section 4. That the Administrator of Municipal Court is designated requisitioning authority for Account No. 25-2580-270001-478295-G27DOJMHCP.

Section 5. That the City Manager is directed to identify a funding source for City’s matching funds, and to include amounts sufficient to meet the City’s financial obligations toward the grant in the City Manager’s proposed budget for FY 2025-2026, FY 2026-2027, and FY 2027-2028.

 

Section 6. That this ordinance, appropriating money, is recognized as an ordinance with an accelerated effective date as provided by Section 503(a)(3)(C) of the City Charter and shall take effect in accordance with Section 503, City Charter.
