Accepting and approving a $390,303.00 Federal Demonstration Partnership Cost Reimbursement Subaward from pass-through entity, Cultivate Kansas City, originally awarded by the U.S. Department of Agriculture, for the establishment of a 4-year Food Systems Coordinator position in the Office of Environmental Quality; estimating and appropriating $390,303.00 in the General Grants Fund; and recognizing this ordinance as having an accelerated effective date.

WHEREAS, Cultivate Kansas City has accepted a Federal Demonstration Partnership Cost Reimbursement Award from the U.S. Department of Agriculture for Filling the Gaps in Access to Land and Capital for Kansas City-Area Urban Farmers and the City of Kansas City was identified as a subawardee in the grant application; and

 

                     WHEREAS, reducing zoning and policy barriers and increasing urban farming efforts will allow the City of Kansas City to increase production of local food and improve healthy and sustainable food access as outlined in the City’s 2022 Climate Protection & Resiliency Plan; and 

 

                     WHEREAS, the Food section of the Climate Protection & Resiliency Plan specifically contains Short-Term Action F-1.5: Establish a coordinator position for food systems planning and community collaboration at the municipal level; and

                     

                     WHEREAS, the City of Kansas City Office of Environmental Quality was awarded $390,303.00 through a Federal Demonstration Partnership Cost Reimbursement Subaward from pass-through entity, Cultivate Kansas City, originally awarded by the U.S.  Department of Agriculture, for the establishment of a 4-year Food Systems Coordinator position; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That revenue in the amount of $390,303.00 is hereby estimated in the following account of the General Grants Fund:

 

25-2580-100001-471465-G10USDA23                      USDA Urban Farmers Access                     $390,303.00

 

Section 2. That the sum of $390,303.00 is hereby appropriated in the following account of the General Grants Fund:

 

25-2580-105011-B-G10USDA23                                          USDA Urban Farmers Access                     $390,303.00

 

Section 3. That a four-year grant award in the amount of $390,303.00 between the City of Kansas City, acting through its Office of Environmental Quality Sustainability Manager and Cultivate Kansas City, acting through its Executive Director, whereby Cultivate Kansas City will provide funding for a Food Systems Coordinator position beginning May 29, 2024 through November 30, 2028, for a total grant award amount not to exceed $390,303.00, is hereby accepted and approved. A copy of the award, in substantial form is attached hereto and made a part hereof by reference.

 

Section 4.   That this ordinance is recognized as an ordinance with an accelerated effective date as provided by Section 503(a)(3)(C) of the City Charter in that it appropriates money and shall take effect in accordance with that action.

 

Section 5. That the Office of Environmental Quality Sustainability Manager is hereby authorized to expend the sum of $390,303.00 from funds appropriated to 25-2580-105011-B for the aforesaid contract.
