Directing the City Manager to develop and implement a Crime Prevention Through Environmental Design education and training program for businesses and neighborhoods  in collaboration with the Multidisciplinary Public Safety Task Force, Kansas City Police Department and community organizations.

WHEREAS, the design and built environment of a business or property can make it more susceptible to crime by creating opportunities for criminal activity through poor lighting, lack of natural surveillance, and inadequate access control; and

 

                     WHEREAS, Crime Prevention Through Environmental Design (“CPTED”) is a proactive crime fighting technique that utilizes principles such as natural surveillance, territorial reinforcement, access control, and maintenance to deter criminal behavior and enhance community safety; and

 

                     WHEREAS, numerous studies have demonstrated the effectiveness of CPTED strategies in reducing crime rates, improving perceptions of safety, and fostering a greater sense of community among residents and business owners; and

 

                     WHEREAS, the implementation of CPTED principles has been successfully integrated into urban planning, public infrastructure projects, and private development initiatives across various cities, leading to safer neighborhoods and business districts; and

 

                     WHEREAS, increasing public awareness and access to CPTED training can empower property owners, business operators, community organizations, and local government officials with the knowledge and tools necessary to design safer environments; and

 

                     WHEREAS, the Kansas City Council recognizes the importance of fostering partnerships between law enforcement, local businesses, neighborhood associations, and city departments to collaboratively implement CPTED strategies; and

 

                     WHEREAS, City Council believes it is in the best interest of Kansas Citians to increase the availability of CPTED trainings to improve public safety, reduce crime, and promote economic development by creating environments that are attractive, secure, and welcoming to residents and visitors alike; NOW, THEREFORE,

 

                     BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

                     Section 1. That the City Manager is hereby directed to develop and implement a CPTED training program in collaboration with the Multidisciplinary Public Safety Task Force,  relevant city departments, the Kansas City Police Department, and community organizations to enhance public safety.

 

                     Section 2. That the City Manager is authorized to expend an amount not to exceed $30,000.00 in support of the CPTED training program utilizing the funds previously appropriated to Account No. 25-2000-501905-B in the Violence Prevention and Intervention Fund.
