Waiving the limitations established by the Fund Balance and Reserve Policy in Section 2-1954 of the Code of Ordinances; authorizing the City Manager to execute a $468,000.00 sole source contract renewal option  with Emergency Medicine Services of MO,  LLC to provide EMS Medical Director services for the City’s EMS system and EMS Education Program; authorizing the City Manager to amend the Contract and exercise the City’s six (6) one (1) year renewal options; appropriating $366,000.00 from the Health Fund (2330) Unappropriated Fund Balance; and recognizing this ordinance as having an accelerated effective date.

WHEREAS, the City’s Fire and EMS operations and ambulance services require medical direction and oversight under Chapter 34, Article IX of the Code of Ordinances and Missouri EMS regulations (19 CSR 30-40.303); and

 

WHEREAS, uninterrupted medical oversight is essential to maintain compliance, patient safety, and accreditation for the Kansas City Fire Department EMS Education Program under CAAHEP/CoAEMSP standards; and

 

WHEREAS, the City has identified Emergency Medical Services of MO, LLC as the only practical provider able to immediately assume these responsibilities, ensuring continuity of EMS operations and education; and

 

WHEREAS, the public health and safety require immediate action to avoid disruption of EMS medical direction and education oversight; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the City Council hereby waives Section 2-1954(f)(4)(B)(ii), Code of Ordinances, entitled “Fund Balance and Reserve Policy” to authorize the appropriation of funds bringing the reserve of the Health Levy Fund below recommended levels.

 

Section 2. That the City Manager is authorized to execute a $468,000.00 sole source contract renewal option with Emergency Medicine Services of MO, LLC to provide EMS Medical Director services the City’s EMS system and EMS Education Program.   A copy of the Agreement is on file in the City Manager’s Office.

 

Section 3.  That the City Manager is authorized to amend the Contract and exercise the City’s six (6) one (1) year renewal options. 

                     

Section 4. That $366000.00 is hereby appropriated from the Unappropriated Fund Balance of the Health Fund to the following account:

 

26-2330-102120-B                                                  EMS Oversight                                                                                    $366,000.00

 

Section 5. That the City Manager is designated as requisitioning authority for Account No. 2330-102120-B.

 

Section 6. That this ordinance is recognized as an ordinance with an accelerated effective date as provided by Section 503(a)(3)(C) of the City Charter in that it appropriates money and shall take effect in accordance with Section 503, City Charter.
