RESOLUTION - Directing the City Manager to develop and implement a policy for multi-occupancy restroom stall allocation at Kansas City International Airport to ensure that women-only restroom stalls comprise no less than 50% of all restroom stalls.

WHEREAS, the City of Kansas City, Missouri, owns and operates the Kansas City International Airport; and
WHEREAS, the Airport serves millions of passengers annually, requiring adequate, safe, and efficient restroom facilities to meet traveler needs; and
WHEREAS, women often experience longer wait times for restroom access due to differences in facility design, usage needs, and stall availability; and
WHEREAS, access to safe, private, and clean restroom facilities is a matter of public health and dignity; and
WHEREAS, the City Council recognizes the importance of balancing inclusivity with the need to provide sufficient dedicated facilities for women; and
WHEREAS, single-occupancy and family restrooms provide important accommodations and shall continue to be available within airport facilities; NOW, THEREFORE,
BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:
Section 1. That the City Manager is hereby directed to develop and implement a multi-occupancy restroom stall allocation policy within Concourses A and B of Kansas City International Airport to ensure women-only restroom stalls comprise no less than 50% of all restroom stalls while maintaining the availability of single-occupancy and family restroom options. Said policy shall provide that there is sufficient stall capacity to meet passenger demand that all women-only restrooms shall be maintained to ensure a high standard of safety, privacy, cleanliness, and accessibility.
Section 2. In developing the policy, the City Manager shall:
(a) conduct a comprehensive assessment of existing multi-occupancy restroom stall allocations within Concourses A and B of Kansas City International Airport;
(b) develop a compliance plan, including any necessary renovations or re-designations; and
(c) implement such a plan within a reasonable and practicable timeframe.
Section 3. That the City Manager is hereby directed to report back to City Council within 90 days of the adoption of this Resolution and periodically thereafter as needed regarding progress, findings, and implementation status.
