Estimating revenue and appropriating $4,250,000.00 in the Capital Improvement Grant Fund; authorizing the Director of Parks and Recreation to enter into a cooperative grant funding agreement with the National Park Service (NPS) Outdoor Recreation Legacy Program (ORLP) for the Swope Park Improvements project; and recognizing this ordinance as having an accelerated effective date.

WHEREAS, the NPS ORLP has awarded funding for the Swope Park Improvements project in the amount of $4,250,000.00; and

 

WHEREAS, the project requires a local match of $4,250,000.00 that will be funded by Council District 5 Parks GO Bonds in FY27, for a total project amount of $8,500,000.00; and

 

WHEREAS, this project will consist of the design and construction of improvements to the northwest portion of the park and will include of a new trail, a destination playground, renovations to five shelters and the bandstand, and pedestrian and bicycle safety interventions along access roads; and

 

WHEREAS, on December 10, 2024, the Board of Parks and Recreation passed Resolution No. 32709 which approved for the Director or designee to execute the necessary documents from the NPS ORLP Grant for the Swope Park Improvements project; and

 

WHEREAS, the NPS ORLP and the City wish to complete the project cooperatively and in partnership; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the revenue in the amount of $4,250,000.00 is hereby estimated in the following amount of the Capital Improvements Grant Fund:

 

25-3091-700001-474631-G70250037                     National Park Service Grants                                           $4,250,000.00

 

Section 2. That the sum of $4,250,000.00 is appropriated from the Unappropriated Fund Balance of the Capital Improvements Grant Fund to the following account in the Capital Improvements Grant Fund:

 

25-3091-705011-B-G70250037                                           Swope Park Improvements                                            $4,250,000.00

 

Section 3. That the Director of Parks and Recreation is hereby authorized to execute, on behalf of the City, a cooperative grant funding agreement in the amount of $4,250,000.00 with the NPS ORLP for Project No. 70250037 Swope Park Improvements from funds hereby and previously appropriated to the following accounts:

Section 4. That the Director of Parks and Recreation is hereby designated as requisitioning authority for Account No. 25-3091-705011-B-G70250037.

 

Section 5. That this ordinance, relating to the design, repair, maintenance or construction of a public improvement, is recognized as an ordinance with an accelerated effective date as provided by Section 503(a)(3) (D) of the City Charter and shall take effect in accordance with Section 503, City Charter.
