Amending Chapter 2, Article VI of the Code of Ordinances, entitled "Boards, Commissions and Committees," by repealing Division 16, entitled "Bicycle and Pedestrian Advisory Committee," including Sections 2-970.11 and 2-970.12, and by repealing and replacing Division 18, entitled "Parking and Transportation Committee," including Sections 2-970.16, 2-970.17, 2-970.18, 2-970.19, 2-970.20, and 2-970.21, with a new Division 18, entitled "Multi-Modal Transportation Commission," including Sections 2-970.16, 2-970.17, 2-970.18, 2-970.19, 2-970.20, and 2-970.21, for the purpose of establishing the Multi-Modal Transportation Commission and Parking Policy Review Board to coordinate comprehensive multi-modal transportation planning, policy development, and parking management within the City.

WHEREAS, the City recognizes the need for comprehensive planning and coordination of multi-modal transportation initiatives to enhance mobility options for residents and visitors; and

WHEREAS, effective multi-modal transportation planning requires specialized expertise and community input to address the diverse transportation needs within the City; and

WHEREAS, establishing a dedicated commission will provide policy recommendations and oversight for transportation infrastructure, public transit coordination, and pedestrian and bicycle safety initiatives, parking policy, and regional coordination; and

WHEREAS, the City desires to integrate various transportation modes including public transit, cycling, walking, parking management, and regional connections to create a cohesive and accessible transportation network; and

WHEREAS, effective multi-modal transportation planning requires coordination with regional transportation authorities and neighboring jurisdictions; and

WHEREAS, accessibility and community engagement must be central to all transportation planning to ensure equitable access for all residents, including compliance with Americans with Disabilities requirements; and

WHEREAS, the Bicycle and Pedestrian Advisory Committee has become inactive and requires restructuring to fulfill its important mission of promoting pedestrian and cycling infrastructure within the City; and

WHEREAS, the scope of the Parking and Transportation Committee's responsibilities has expanded beyond its original downtown boundaries to encompass citywide parking enforcement, permit oversight, and sidewalk management, creating a need for broader geographic representation; and
WHEREAS, consolidating these committees into a unified multi-modal transportation commission will provide more effective coordination and resource allocation while maintaining the valuable functions of both existing bodies; NOW, THEREFORE,

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

Section 1. That Chapter 2, Code of Ordinances of the City of Kansas City is hereby amended by repealing Article VI, Division 16, Bicycle and Pedestrian Advisory Committee, including Sections 2-970.11, Committee established; membership; officers, and 2-970.12, Duties of the committee.

Section 2. That Chapter 2, Code of Ordinance of the City of Kansas City is hereby amended by repealing Article VI, Division 18, Parking and Transportation Committee, including Sections 2-970.16, Commission established, 2-970.17, Membership, 2-970.18, Duties and powers, 2-970.19, Staff, 2-970.20, Rules and procedures, 2-970.21, Parking policy review board, and enacting in lieu thereof a new division titled "Multi-Modal Transportation Commission" with new sections of like name, number, and subject matter, to read as follows:

Sec. 2-970.16. Commission established.

The multi-modal transportation commission is hereby established.

Sec. 2-970.17. Membership.

(a) The multi-modal transportation commission shall consist of 9 members appointed by the Mayor with the following composition:

(1) One member with expertise in public transit planning and operations;
(2) One member with expertise in bicycle and pedestrian infrastructure;
(3) One member with expertise in transit accessibility and Americans with Disabilities Act compliance; and
(4) Six members representing different Kansas City districts to ensure geographic diversity and broad community representation, while ensuring representation from the ridership community.
(b) In making appointments, the Mayor shall solicit recommendations from respective City Council members to ensure geographic diversity across all City Council districts.

(c) Members shall be residents of the City.

(d) All members shall serve only in their individual capacity on behalf of the public.

(e) The Mayor shall designate a Chairperson.

(f) The members shall serve for a term of four years. Members may serve consecutive terms and there shall be no limit to the number of terms a member may be appointed to serve.
(g) Each member shall serve until their term expires and may continue to serve until their respective successor has been appointed.

(f) Five members shall constitute a quorum.

Sec. 2-970.18. Duties and powers.

(a) Policy recommendations. The commission is charged with identifying, studying and making recommendations for addressing multi-modal needs within the city. The commission shall make its recommendations to the Director of Public Works and shall advise the council as appropriate. The commission may make its recommendation about any multi-modal transportation issue including, but not limited to:

(1) Coordinating public transit with broader city mobility initiatives.
(2) Identify and implement transportation priorities and strategies from the City's comprehensive plan.

(3) Establishing standards, guidelines, and best practices for transportation and pedestrian infrastructure, incorporating education, enforcement, and engineering strategies to enhance safety.

(4) Provide formal input on the City's capital improvement plan.

(5) Overseeing the Citywide Trails Plan updates and implementation.

(6) Ensure that City staff develops a micromobility master plan and ensures its implementation.

(7) Evaluating parking strategies and their impact on multi-modal transit and pedestrian movement.

(8) Addressing transportation access to mobility options for all residents.

(9) Coordinating with regional transportation authorities and neighboring jurisdictions.

(10) Review and recommend applications for projects submitted to the MARC federal call for projects.

(11) Addressing additional transportation and pedestrian issues as they arise.
Submit an annual report to the Mayor and City Council on the status and implementation of relevant capital improvement, corridor, streetscape, and transportation plans.

(b) The commission shall make additional reports of its recommendations to the city council as it determines to be necessary.

(c) Every reference within the Code of Ordinances to the Parking and Transportation Commission or the Bicycle and Pedestrian Advisory Committee shall be replaced with the Multi-Modal Transportation Commission, who is delegated all powers and authority previously held by the Parking and Transportation Commission and the Bicycle and Pedestrian Advisory Committee.

(d) The commission may create working groups and/or subcommittees to address specific administrative issues or procedures on an as needed basis.

(e) The commission shall administer and oversee the city's administrative adjudication process for certain parking and non-moving ordinance violations in accordance with section 70-42 of this Code.

Sec. 2-970.19. Staff.

The director of the public works department or the director's designee shall provide clerical and administrative services for the commission. Additional City staff involvement may include, but is not limited to, city manager's office, finance department, neighborhoods department, and/or city planning and development department.

Sec. 2-970.20. Rules and procedures.

The commission shall have the authority to adopt rules and procedures not otherwise inconsistent with anything herein to govern its operation, including but not limited to, policies and procedures for governing the administrative adjudication system.

Sec. 2-970.21. Specialized focus meetings.

(a) The Multi-Modal Transportation Commission shall hold a designated meeting at least once per year on the following topics:

(1) Public transit coordination and operations;

(2) Bicycle and pedestrian infrastructure;

(3) Parking policy and management;

(4) Regional coordination and planning.

(b)These meetings will follow the commission's regular monthly meeting schedule.

(c) In addition to standard procedural notice requirements, the commission and supporting City staff are encouraged to provide direct written notice to neighborhood associations/councils within the geographical areas directly impacted by the specific matters under discussion.

(d) Accessibility and community engagement. In conducting all commission business, including the specialized focus meetings, the commission shall:
(1) Ensure recommendations comply with American with Disabilities Act and broader accessibility principles.

(2) Ensure meaningful community engagement, particularly in neighborhoods with limited transportation access and populations with diverse transportation needs, including disability groups.

(3) Consider concerns related to transportation infrastructure and its impact on air quality, noise, and community cohesion.

Section 3. That this ordinance shall take effect immediately upon its passage and approval.
