Authorizing the Director of the General Services to enter into a twenty-five (25) year lease agreement with the City of Riverside for the property commonly referred to as Bean Field, and estimating revenue in the amount of $1.00 to the Sewer Fund.

WHEREAS, the City owns that certain real property located in Riverside, Missouri described as follows:
TRACT 1: The East part of the Northeast Quarter of Section (9), Township (50), Range (33), Platte County, Missouri, described as beginning at a point at the Northeast corner of Section (9), Township (50), Range (33), thence West along the North line of said Section (9), 1246.51 feet to a point, thence South 1390.3 feet to a point where said line intersects the North Bank of the Missouri River, thence Southeasterly along said River Bank to a point where same intersects the East line of said Section (9), thence North along the East line of said Section (9), to the point of beginning, EXCEPTING the Right of Way of the Chicago, Burlington and Quincy Railroad, ALSO EXCEPT that part condemned by the State of Missouri, ex rel State Highway Commission of Missouri for State Highway No. 9, recorded August 30, 1965 as Document No. 8936, in Book 281 at Page 40.
TRACT 2: That part of the Northwest fractional Quarter Section (10), Township (50), Range (33), Platte County, Missouri, described as beginning at the Northwest corner of Section (10), Township (50), Range (33), thence South along West line of Section (10) to a point where said line intersects the North Bank of the Missouri River, thence Southeasterly along said Bank of the Missouri River to a point where it intersects the boundary line between Platte and Clay Counties, Missouri, thence North along said County line 2045.48 feet to a point on the North line of Section (10), thence West along said Section line 864.73 feet to the beginning, EXCEPTING the Right of Way of the Chicago, Burlington and Quincy Railroad, ALSO EXCEPT that part condemned by the State of Missouri, ex rel, State Highway Commission of Missouri for State Route No. 9, recorded August 30, 1965, as Document No. 8936, in Book 281 at Page 40.
ALSO EXCEPT that part conveyed to E. H. Young by the deed recorded April 4, 1975, as Document No. 10100, in Book 462 at Page 631, described as follows: All that part of the Northwest fractional Quarter of Section 10, Township 50 North, Range 33 West, Platte County, Missouri, lying North of Missouri State Highway No. 9 and described as beginning at the Northwest corner of said Section 10; thence South along the West line of Section 10 a distance of 99 feet more or less to the North property line of Missouri State Highway No. 9; thence East along the said North property line a distance of 121.4 feet to a point of curve; thence East along said North property line on a curve to the right having a radius of 2989.93 feet a distance of 710 feet more or less to the intersection of the North property line of Missouri State Highway No. 9 and the boundary line between Clay and Platte Counties, Missouri; thence North along said County line 165 feet more or less to the North line of Section 10; thence West along the North line of Section 10 a distance of 828 feet to the point of beginning.
ALSO EXCEPT: A tract of land in the Northwest Quarter of Fractional Section 10, Township 50 North, Range 33 West of the 5th Principal Meridian in the City of Riverside, Platte County, Missouri being more particularly described as follows:
Commencing at the Northwest corner of the Northwest Quarter of said Fractional Section 10; Thence South 88°02'51" East a distance of 825.51 feet, along the North line of the Northwest Quarter of said Section 10, to a point on the boundary line between Platte and Clay Counties;
Thence South 0°49'11" West a distance of 453.46 feet, along said County line, to a point on the South right-of-way line of Missouri Highway number 9 and the "true point of beginning" of the tract herein described; Thence South 0°49'11" West a distance of 671.28 feet along said County line;
Thence North 35°37'34" West a distance of 943.62 feet to a point on said South right-of-way line, said point being on a curve concave to the South having a radius of 2,709.79 feet and an initial tangent bearing of South 86°17'21" East; Thence Easterly 568.44 feet, along said South right-of-way line and curve to the right, to the "true point of beginning" of the tract herein described (the “City Property”); and
WHEREAS, the City seeks to lease that portion of the City Property that is north of the railroad tracks and identified as Platte County Parcel ID Nos. 23-2.0-09-000-000-002.000 and 23-2.0-10-000-000-002.000 (“Bean Field”) to the City of Riverside for recreational outdoor sports purposes; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:
Section 1. That the Director of the General Services Department is hereby authorized to execute a twenty-five (25) year lease agreement with the City of Riverside for the use of Bean Field for recreational outdoor sports purposes. A copy of the lease agreement in substantial form is available in the office of the Director of the General Services Department.
Section 2. That the revenue in the following account of the Sewer Fund is hereby estimated in the following amount:

I hereby certify that there is a balance, otherwise unencumbered, to the credit of the appropriation to which the foregoing expenditure is to be charged, and a cash balance, otherwise unencumbered, in the treasury, to the credit of the fund from which payment is to be made, each sufficient to meet the obligation hereby incurred.
