Accepting and approving a first prize $50,000.00 grant from the National League of Cities Institute awarded to the City for its submission of “Home Resource Network: There’s No Wrong Turn,” a one-stop solution for residents to access housing rehabilitation services; estimating and appropriating $50,000.00 in the General Grants Fund; designating requisitioning authority; and recognizing this ordinance as having an accelerated effective date.

WHEREAS, the National League of Cities Institute’s Health and Wellbeing Team launched the “Healthy Housing Innovation Cohort,” an initiative that seeks to support cities, towns, and villages as they develop innovative solutions to improve service delivery for local healthy housing programs, advancing health and equity through a cross-sector systems change process; and
WHEREAS, the City was chosen through a competitive process to participate with other jurisdictions in the cohort, its three-month Problem Refining and Solutions Focus Bootcamp and associated competition; and
WHEREAS, the City put together a team from several departments and offices, including Health, Housing and Community Development, Information Technology and the City Council, who worked alongside community members and partners, to submit “Home Resource Network: There’s No Wrong Turn;” and
WHEREAS, in collaboration with tech provider FindHelp, “Home Resource Network: There’s No Wrong Turn” is the City’s first city-wide referral system, bringing the wide variety of services and resources available across the city into a single access resource to enhance the service delivery experience for both residents and staff; and
WHEREAS, the goal of the City’s submittal was to simplify access, streamline referral making and tracking, and improve housing and health outcomes through a one-stop solution for residents to access housing rehabilitation services; and
WHEREAS, the City’s submission won first prize, an associated $50,000 grant, as well as two City Summit Scholarships to attend this year’s annual gathering; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:
Section 1. That a $50,000.00 first prize grant awarded to the City from the National League of Cities is hereby accepted.
Section 2. That the revenue in the amount of $50,000.00 is hereby estimated in the following account of the General Grant Fund:
26-2580-5500001 480451 Home Resource Network $50,000.00
Section 3. That the sum of $50,000.00 is hereby appropriated from the Unappropriated Fund Balance of the General Grants Fund to the following account:
26-2580-555011-B-G55NLC25 Home Resource Network $50,000.00
Section 4. That the Director of Housing and Community Development Department is hereby designated requisitioning authority for Account No. 26-2580-555011B.
Section 5. That this ordinance is recognized as an ordinance with an accelerated effective date as provided by Section 503(a)(3)(C) of the City Charter in that it appropriates money and shall take effect in accordance with that section.
