WHEREAS, the City Council, by Committee Substitute for Ordinance No.
140031, As Amended, adopted the City’s Economic Development and Incentives Policy and directed the City Manager to develop the scoring system set forth therein; and
WHEREAS, the City Council by Ordinance No. 140375, adopted a certain scoring system for purposes of implementing the City’s Economic Development and Incentives Policy, and the City Council has, from time to time, adopted revisions to this scoring system; and
WHEREAS, the City Council last revised the AdvanceKC Scorecard in 2019 with the passage of Ordinance 180701; NOW, THEREFORE,
BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:
Section 1. That the City Manager is directed to review the City’s existing processes for evaluating and approving incentive requests for economic development plan and projects, including those requesting tax abatement, and to make recommendations to improve the efficiency and consistency of these processes within 90 days. The City Manager shall convene a work group that includes other taxing jurisdictions and other stakeholder groups, including members of the business and development community, as part of the process to consider and propose such updates.
Section 2. The workgroup shall create opportunities for public comment that allow members of the community to provide feedback on the current economic development process and suggestions for improvement.
Section 3. The workgroup shall take into consideration these public comments, as well as a review of the AdvanceKC scorecard and implementation plan, and report back to the City Council within 90 days on the following subjects:
• Recommended updates to the process for reviewing incentive applications and associated fee-structures;
• Recommendations for a new process that would allow for expedited
• review and approval of certain incentive applications; including recommended criteria for projects to be eligible for expedited review and/or enhanced incentives;
• Suggested criteria for prioritizing new applications; and

• Recommendations for standardizing the information that shall be included
• as part of future applications to all Boards, Commissions and Council for consideration of tax incentives, abatement, and redirection.
