RESOLUTION - Honoring William “Bill” Snook for his retirement from 27 years of service to the City of Kansas City, Missouri, at the Kansas City, Missouri Health Department.

WHEREAS, William Snook served in health communications roles and as the Public Information Officer for more than 20 years, leading crisis communication efforts during major public health emergencies including Anthrax, H1N1 influenza, COVID-19, Mpox, foodborne outbreaks, and extreme heat events; and
WHEREAS, William Snook established and led the Health Department's first Office of Policy and Strategic Planning; and
WHEREAS, William Snook served on multi-sector policy teams that advanced smoke-free workplaces, restaurants, and bars, raised the tobacco purchasing age to 21, and established regulations addressing electronic cigarettes and vaping; and
WHEREAS, William Snook led regional coordination of extreme heat preparedness focused on a unified warning system and community response; and
WHEREAS, William Snook led the nation's second LGBT Community Health Survey and the first to be repeated, establishing an early model for measuring LGBTQ+ community health over time; and
WHEREAS, William Snook occupied lead roles in Health Department Accreditation efforts since 2004, helping establish a culture of continuous quality improvement; and
WHEREAS, William Snook served as the longest-tenured staff liaison to the Mayor's Health Commission for more than 20 years; NOW, THEREFORE,
BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY,
That the Mayor and Council on behalf of the City of Kansas City, Missouri, hereby express their sincere gratitude to William Snook for his invaluable service to the City as a leader within the Kansas City, Missouri, Health Department; and
BE IT FURTHER RESOLVED that this Resolution is spread upon the Minutes of the Council in testimony thereof and that a copy hereof is presented to William Snook, as a lasting tribute to his distinguished public service, together with the Mayor and Council's best wishes for a fulfilling retirement and continued health, happiness, and prosperity.
