RESOLUTION - Directing the City Manager to research and evaluate the feasibility of establishing a temporary modular jail facility, including central booking capabilities, to meet the City’s current rehabilitation and detention needs.

WHEREAS, the City has contracts with Johnson County, Missouri and Vernon County, Missouri to provide detention services; and

 

WHEREAS, the City has outstanding detention and rehabilitation needs; and

 

WHEREAS, the expected surge of visitors to the City for the upcoming 2026 World Cup may further strain the City’s limited rehabilitation and detention resources; and

 

WHEREAS, various jurisdictions, including Greene County, Missouri, have utilized modular jail facilities as a temporary solution to detention and rehabilitation needs; and

 

WHEREAS, Council desires to provide additional, temporary rehabilitation and detention facilities in the form of a temporary modular facility; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

That the City Manager is directed to research and evaluate the feasibility of establishing a temporary modular jail facility, including central booking capabilities, to meet the City’s current rehabilitation and detention needs and to report back to Council within 30 days. Said report shall include, but not be limited to, the following:

 

(a)                     The estimated costs for constructing and operating such a facility, including:

 

(1)                     Estimated cost breakdowns for leasing, leasing to own, or outright purchase of such modular jail facilities;

 

(2)                     Estimated cost savings should such a facility enable the City to no longer contract with third party counties for detention needs; and

 

(3)                     A timeline for when the City will incur any costs, as well as realize any savings associated with such a facility;

 

(b)                     Recommendations as to potential locations for constructing and maintaining such a temporary jail facility;

 

(c)                     An analysis of ADA compliance issues related to such a facility;

 

(d)                     An estimated timeline for completion and operation of such a facility;

 

(e)                     An evaluation concerning the feasibility of maintaining current contracts with University Health for mental and behavioral health services at such a facility; and

 

(f)                     Recommendations as to the provision of mental and behavioral health services at such a facility.
