Authorizing the acceptance of a $656,925.00 grant from United States Department of Justice, Bureau of Justice Assistance (BJA) Adult Treatment Court Program to implement a dedicated women’s recovery pathway in the Kansas City Municipal problem-solving courts; directing the City Manager to identify a funding source for City’s matching funds; and recognizing an accelerated effective date.

WHEREAS, for more than 20 years the Municipal Court has operated problem-solving courts that serve individuals with substance use, mental health and co-occurring disorders to offer alternatives to incarceration and programs and services that address the underlying cause of criminal behavior, and incorporating gender-responsive and trauma-informed approaches will better address the unique needs and risks of system-involved women; and

 

WHEREAS, this program will require matching funds of $54,750.00 in FY 26, $54,750.00 in FY27, $54,750.00 in FY28, and $54,750.00 in FY29; and

 

WHEREAS, the program’s primary activities will include screening and assessing all women referred to drug court using the Women's Risk Needs Assessment; connecting women to transitional, supportive housing; providing women with individual trauma therapy integrated with evidence-based treatment programs; and conducting a thorough project evaluation; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the Court Administrator, on behalf of the City of Kansas City, Missouri, is authorized to accept a $656,925.00 grant from the Department of Justice, BJA Adult Treatment Court Program to implement a dedicated women’s recovery pathway in the Kansas City Municipal problem-solving courts.

 

Section 2. That the revenue in the following account of the General Grants Fund is hereby estimated in the following amount:

 

25-2580-270001-478295-G27DOJATCP                     Adult Treatment Court Program                     $656,925.00

 

Section 3. That the sum of $656,925.00 is hereby appropriated in the following accounts of the General Grants Fund:

 

25-2580-275700-B-G27DOJATCP                                          Adult Treatment Court Program                      $656,050.00

25-2580-275700-C-G27DOJATCP                                           Adult Treatment Court Program                                 875.00

Section 4. That the Administrator of Municipal Court is designated requisitioning authority for Account No. 25-2580-270001-478295-G27DOJATCP.

 

Section 5. That the City Manager is directed to identify a funding source for City’s matching funds, and to include amounts sufficient to meet the City’s financial obligations toward the grant in the City Manager’s proposed budget for FY 2025-2026, FY 2026-2027, FY 2027-2028, and FY 2028-2029.

 

Section 6. That this ordinance, appropriating money, is recognized as an ordinance with an accelerated effective date as provided by Section 503(a)(3)(C) of the City Charter and shall take effect in accordance with Section 503, City Charter.
