Estimating revenue in the amount of $3,070,499.00 to the KCI-Other-Grants account; authorizing the Infrastructure Investment and Jobs Act of 2021 referred to as the Bipartisan Infrastructure Law (BIL) Act Airport Infrastructure Grant (AIG) offer from the United States of America, acting through the Federal Aviation Administration (FAA); authorizing the Director of Aviation to accept the grant; and recognizing this ordinance as having an accelerated effective date.

WHEREAS, the Aviation Department submitted to the FAA a grant application dated August 5, 2024, for a grant of Federal funds for a project at or associated with the Kansas City International Airport (MCI) which is included as part of this Grant Agreement; and

 

WHEREAS, the purpose of the BIL AIG is to provide funds to complete an airport master plan and update the Airport Layout Plan (ALP) to address key issues, objectives and goals pertinent to the airport’s future development and infrastructure; and

 

WHEREAS, the grant must be accepted and executed by the City no later than September 15, 2024; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:                     

 

Section 1. That the sum of $3,070,499.00 is hereby estimated to the following account:

 

25-8300-620000- 478410                                          KCI-Other-Grants                                                               $3,070,499.00

 

Section 2. That a BIL Grant Agreement between the City of Kansas City, Missouri, acting through its Director of Aviation Department, and the FAA for the period of four years from the date of acceptance in the amount of $3,070,499.00 is hereby accepted and approved. A copy of the grant agreement is on file with the Director of the Aviation Department.

 

Section 3.  That this ordinance, relating to the design, repair, maintenance or construction of a public improvement, is recognized as an ordinance with an accelerated effective date as provided by Section 503(a)(3)(D) of the City Charter and shall take effect in accordance with Section 503, City Charter.
