COMMITTEE SUBSTITUTE
RESOLUTION - Expressing the City Council’s support for the City’s grant application for the Mid-America Regional Council (MARC) 2026 Suballocated Call for Projects and directing the City Manager and Director of Public Works to submit the grant applications to MARC.

WHEREAS, MARC serves as the Metropolitan Planning Organization (MPO) for Greater Kansas City, and is soliciting project proposals for four Federal Highway Administration funding programs: 2029-2030 Carbon Reduction Program (CRP), 2029-2030 Congestion Mitigation Air Quality (CMAQ), 2029-2030 Surface Transportation Block Grant Program (STBG) and the 2029-2030 Transportation Alternatives Program (TAP), and
WHEREAS, Public Works has identified fourteen (14) top priority projects which will be ready for obligation within the target federal fiscal years and which have engineering, right-of-way, and matching funds identified and/or appropriated:
• NE 96th Street Complete Streets from N. Oak Trafficway to NE Maplewoods Parkway
• Truman Road adjacent to Luminary Park
• I-35 Chouteau Levee Trail
• NE Shoal Creek Parkway from Maplewoods Parkway to Staley Roadway
• N Coventry Avenue/NW 76th Street from NW 68th Street to North Platte Purchase Drive
• N Broadway Street from Gladstone City Limits to NE Barry Road
• Front Street from Universal Avenue to N Topping Avenue
• The Paseo from E 17th Street to the railroad bridge to the south
• MLK Boulevard Complete Streets from Elmwood Avenue to Troost Avenue
• Prospect Avenue from 59th St to 63rd St
• Holmes Road from Blue Ridge Boulevard to 135th Street
• Trolley Trail Phase II from 63rd Street to Meyer Boulevard
• Trolley Trail Bridge at 69th St
• Vision Zero High-Injury Network Road Safety Audit Improvements
WHEREAS, each program is limited to a maximum of 80% federal share and requires a local match of at least 20% for any federal funds awarded to any transportation project; and
WHEREAS, the MARC 2026 Suballocated Call for Projects consists of two phases - a preapplication and initial screening followed by a full application and technical evaluation; and
WHEREAS, completion of both phases (i.e. preapplication and initial screening phases, followed by a full application and technical evaluation phase) is required for funding consideration; and
WHEREAS, projects submitted for the full application and technical evaluation phase will be prioritized based on MARC scoring determinations in the preapplication and initial screening phase; and
WHEREAS, these projects will improve reliability in our infrastructure and increase mobility by adding pedestrian and cycling modes, rehabilitate existing infrastructure and systems, and build new infrastructure in support of economic development; NOW, THEREFORE,
BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:
Section 1. That the City Council hereby expresses support for grant applications for the CRP, CMAQ, STBG, and TAP programs through MARC and expresses its intent to provide matching local funds, as required by the grant obligations.
Section 2. That the City Manager and Director of Public Works are hereby directed to submit the grant applications to MARC.
