RESOLUTION - Adopting an implementation plan and process for the installation of 121 speed humps by the Public Works Department in 2025.

WHEREAS, the City Council recognized Vision Zero as the endorsed approach toward reaching this goal through Resolution No. 200019 in May 2020; and
WHEREAS, part of Vision Zero is neighborhood traffic calming and speed humps are an effective traffic calming implementation; and
WHEREAS, the City’s Traffic Engineering and Operations Manual outlines the process for speed hump installation and selection. This process includes a requirement for a petition to be signed by 75% of the residences along the block as well as within 200 feet of that block; and
WHEREAS, the City has adopted a typical standard for speed hump construction and installation; and
WHEREAS, approval of this plan by Council would waive Public Works’ normal process including obtaining signatures for placement of speed humps; and
WHEREAS, the requests have been vetted by staff for suitable locations and requests have come from the public; NOW, THEREFORE,
BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:
Section 1. That the speed hump implementation plan and process for the installation of 121 speed humps by the Public Works Department in 2025 is adopted.
Section 2. Speed humps may be added to the implementation plan and process, pursuant to these criteria adopted within the plan.
Section 3. The Public Works Department’s 2025 implementation plan for the installation of speed humps at various locations throughout the City is hereby incorporated herein by reference with an affirmative strikethrough of the location identified in the plan at 55th Street from Ward Parkway to Pennsylvania in the 6th district.
