COMMITTEE SUBSTITUTE
Reducing the Contingent Appropriation in the General Fund by $105,000.00 and appropriating that same amount for the purposes of acquiring software to enhance vacant property registration; designating requisitioning authority; and recognizing this ordinance as having an accelerated effective date.

WHEREAS, the presence of vacant properties can lead to public health and safety concerns, particularly when owners fail to maintain and secure vacant properties; and
WHEREAS, the City currently requires property owners to register qualifying vacant properties; and
WHEREAS, City Council desires to protect the public from the harmful effects of vacant property by ensuring that city staff have the appropriate resources and tools to efficiently identify such properties and ensure that their owners are in compliance with City Code; and
WHEREAS, the balance of the American Rescue Plan Act funding of $2.8 million was applied to the cost of trash carts originally supported by the General Fund pursuant to Ordinance No. 240553; and
WHEREAS, the allocation of trash cart fund expenditures to American Rescue Plan Act funding made available $1.8 million in General Fund fund balance designated as leftover ARPA funding, of which $500,000 has previously been allocated; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:
Section 1. Reducing the appropriation in the General Fund by the following amount:
25-1000-179990-B Contingent Appropriation $105,000.00
Section 2. That the sum of $105,000.00 is hereby appropriated from the Unappropriated Fund balance of the General Fund:
25-1000-572500-B Neighborhood Improvement Program $105,000.00
Section 3. That the Director of Neighborhood Services Department is designated as requisitioning authority for Account No.25-1000-572500, from which the Neighborhood Services Department is to acquire software that will enhance the City’s ability to identify vacant properties in the City.
Section 4. That this ordinance is recognized as an ordinance with an accelerated effective date as provided by Section 503(a)(3)(C) of the City Charter in that it appropriates money, and shall take effect in accordance with that section.

I hereby certify that there is a balance, otherwise unencumbered, to the credit of the appropriation to which the foregoing expenditure is to be charged, and a cash balance, otherwise unencumbered, in the treasury, to the credit of the fund from which payment is to be made, each sufficient to meet the obligation hereby incurred.
