RESOLUTION - Reaffirming the Council’s commitment and pathway to develop a temporary modular detention facility to bridge the delivery of permanent detention facility; and directing the City Manager to expedite the delivery of modular facility and to report to the Council the substantive acts taken related thereto within 60 days of the effective date of this Resolution.

WHEREAS, Council passed Committee Substitute for Ordinance No. 240695 on December 19, 2024, for the purpose of calling an election on April 8, 2025, to, among other purposes, renewing the public safety sales tax for an additional 20 years and setting forth the ballot language to be used; and

 

WHEREAS, Kansas City voters approved the renewal of the public safety sales tax in said election held on April 8, 2025; and

 

WHEREAS, the Council adopted Resolution No. 250589 on July 17, 2025, directing the City Manager to issue a Request for Qualifications/Proposals for the construction of a modular detention facility; and

 

WHEREAS, that Resolution also directed the City Manager to secure all necessary permits to reuse the chosen site for a modular detention facility; and

 

WHEREAS, Committee Substitute for Resolution No. 250393 directed the City Manager to research and evaluate the feasibility of establishing a temporary modular detention facility, including central booking capabilities; and

 

WHEREAS, any further delays in the implementation of the Council’s directives could prevent and jeopardizes the ability to meet the City’s current rehabilitation and detention needs; and

 

WHEREAS, the voters approved public safety sales tax to fund a permanent detention facility; and

 

WHEREAS, Council desires to reaffirm its commitment to the policy determinations reflected in those prior enactments for the construction of a modular detention facility; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the City Council reaffirms its commitment and pathway to develop and construct both a temporary modular detention facility as well as a permanent detention facility at City-owned or City-controlled parcels.

 

Section 2. That the City Manager is hereby directed to expedite the delivery of the modular facility and to report to the Council the substantive acts taken related thereto within 60 days of the effective date of this Resolution.
