Authorizing the City Manager to sign a Torch Relay Agreement with LA28 for the LA28 Olympic and Paralympic Games; stating the Council’s intent to provide funding for certain City services in connection with the LA28 Olympic Torch Relay if the City is selected; directing the City Manager to include funding in the 2027-28 and 2028-29 annual budget to cover any and all required City services, including but not limited to police, fire, traffic, EMS, transportation, sanitation, and all other contractual obligations to support the 2028 Olympic Torch Relay in Kansas City and all related events and activities; appropriating $1,000.00 from the Unappropriated Fund Balance of the Development Services Fund (2210) to cover preliminary costs associated with the submittal; and recognizing this ordinance as having an accelerated effective date.

WHEREAS, Kansas City is thrilled about the prospect of participating in LA28’s historic Torch Relay; and
WHEREAS, Kansas City is currently working directly with LA28 regarding the planning phases and the next steps in the consideration process; and
WHEREAS, the entire nation can be proud of these Games, and we are honored to potentially play a role in its nationwide footprint and showcase our community to the world; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:
Section 1. That the City Manager is hereby authorized to sign a Torch Relay Agreement with LA28.
Section 2. That the Council hereby expresses its intent to provide the necessary funds to provide City services, including but not limited to police, fire, traffic control, EMS, transportation, and sanitation services, to support the 2028 Olympic Torch Relay in Kansas City and all related events and activities.
Section 3. That the Council hereby directs the City Manager to include, in the submitted budget for fiscal years 2027-28 and 2028-29, the necessary funding to provide City services, including but not limited to police, fire, traffic control, EMS, transportation, and sanitation services, and all other contractual obligations to support the 2028 Olympic Torch Relay in Kansas City and all related events and activities.
Section 4. That the sum of $1,000.00 is hereby appropriated from the Unappropriated Fund Balance of the Development Services Fund, Fund No. 2210, to the following account:
27-2210-101522-B Special Projects $1,000.00
Section 6. That the City Manager is hereby designated as requisitioning authority for Account No. 27-2210-101522-B.
Section 7. That this ordinance, relating to the appropriation of money, is recognized as an ordinance with an accelerated effective date as provided by Section 503(a)(3)(C) of the City Charter and shall take effect in accordance with that section.
