RESOLUTION - Directing the City Manager to evaluate potential relocation sites for the Korean War Memorial within Kansas City, with an emphasis on high public visibility and scenic value, and reaffirming the City’s commitment to honoring those who served in the Korean War.

WHEREAS, the Korean War (1950-1953), often referred to as the “Forgotten War,” was a significant conflict in which members of the United States Armed Forces served with courage and sacrifice in defense of freedom and democracy; and
WHEREAS, thousands of Americans lost their lives and many more were wounded or remain unaccounted for, and it is the duty of the City to ensure their service and sacrifice are properly remembered and honored; and
WHEREAS, memorials serve as important civic landmarks that educate the public, preserve history, and provide spaces for reflection and remembrance; and
WHEREAS, the current location of the Korean War Memorial may not provide the level of visibility, accessibility, and scenic prominence appropriate to its significance; and
WHEREAS, relocating the memorial to a more prominent and aesthetically meaningful site would enhance public awareness, visitation, and appreciation of the sacrifices made by Korean War veterans; and
WHEREAS, the City desires to identify potential locations that offer both high public visibility and a dignified, scenic environment suitable for reflection and commemoration; NOW, THEREFORE,
BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:
Section 1. The City Manager is hereby directed to conduct an evaluation of no fewer than five (5) potential sites within Kansas City for the possible relocation of the Korean War Memorial.
Section 2. In conducting this evaluation, the City Manager shall consider, at a minimum, the following criteria:
• High public visibility and accessibility;
• Scenic quality and suitability for reflection;
• Historical or civic significance of the surrounding area;
• Availability of space for the memorial and potential enhancements;
• Accessibility for veterans, families, and visitors, including compliance with ADA standards; and
• Estimated costs associated with relocation, site preparation, and long-term maintenance.
Section 3. The City Manager shall consult with relevant stakeholders, including the Kansas City Board of Parks and Recreation, veterans’ organizations, community groups, historical experts, and the general public, to ensure that the selected sites reflect community values and honor the legacy of Korean War veterans.
Section 4. The City Manager shall present a report to the City Council within 60 days of the adoption of this Resolution, identifying the evaluated sites, analysis of each location, and a recommended course of action.
Section 5. That any relocation shall be subject to approval by the Municipal Art Commission, and, if applicable, the Kansas City Board of Parks and Recreation.
Section 6. The City Council hereby reaffirms its deep respect and gratitude for all those who served in the Korean War and recognizes the importance of preserving their legacy through meaningful and visible commemoration.
Section 7. This Resolution shall take effect immediately upon its adoption.
