Authorizing the acceptance of a $297,000.00 Crisis Intervention Program grant from the State of Missouri Department of Public Safety and funded by the United States Department of Justice for gun violence risk assessment and response for participants in the Kansas City problem-solving courts; and recognizing an accelerated effective date.

WHEREAS, the Kansas City Municipal Court operates several problem-solving courts that serve individuals with substance use, mental health, and co-occurring disorders or who meet other special conditions to offer alternatives to incarceration and programs and services that address or rectify the underlying cause of criminal behavior, including: Drug Court, Veterans Court, Mental Health Court, Domestic Violence Court, Truancy Court, Reinstatement Court and House and Animal Violations Court, and the Court anticipates additional problem-solving courts as needs arise; and

 

WHEREAS, defendants referred to Kansas City specialty problem-solving courts are screened to determine qualification for one of the problem-solving pathways; the Crisis Intervention Program grant will expand this capacity by introducing a specialized, evidence-based clinical screening tool for predicting future firearm violence risk; and

 

WHEREAS, funding will be used to contract with a local provider for the services of a new case manager with training and experience to work with people at risk for gun violence including individuals likely to commit crimes with firearms and individuals who have or are likely to be threatened with firearms, and temporary housing assistance to eligible defendants as needed; and

 

WHEREAS, eligible defendants will be referred to the case manager for six months of intense case management, including daily check-ins and connection with programs and services identified by needs assessment or required by the judge; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the Court Administrator, on behalf of the City of Kansas City is authorized to accept a $297,000.00 grant from the State of Missouri Department of Public Safety program to enhance gun violence risk assessment and response for participants in the Kansas City problem-solving courts.

 

Section 2. That the revenue in the following account of the General Grants Fund is hereby estimated in the following amount:

 

24-2580-270001-478295-G27CIPG23                      State Crisis Intervention

   Program Grant                                                               $297,000.00

 

Section 3. That the sum of $297,000.00 is hereby appropriated in the following accounts of the General Grants Fund:

 

24-2580-275016-B-G27CIPG23                                            State Crisis Intervention

   Program Grant                                                                $297,000.00

 

Section 4. That the Administrator of the Municipal Court is designated requisitioning authority for Account No. 24-2580-275016.

 

Section 5. That this ordinance, appropriating money, is recognized as an ordinance with an accelerated effective date as provided by Section 503(a)(3)(C) of the City Charter and shall take effect in accordance with Section 503, City Charter.
