Authorizing the City Manager to negotiate and execute professional service contracts and similar agreements to retain external professional services, including but not limited to economic advisory services, urban planning, legal, and professional engineering services related to downtown entertainment and recreation projects and efforts in collaboration with Jackson County at the Truman Sports Complex from funds appropriated herein; waiving the solicitation and contracting program requirements in Chapter 3, Code of Ordinances for said agreements; appropriating $450,000.00 from the Unappropriated Fund Balance of the Conventions and Sports Complex Fund for the purpose of allowing the City Manager to execute the agreements; and recognizing this ordinance as having an accelerated effective date.

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:
Section 1. That the City Manager is hereby authorized to negotiate and execute professional service contracts and similar agreements to retain external professional services, including but not limited to economic advisory services, urban planning, legal, and professional engineering services related to downtown entertainment and recreation projects and efforts in collaboration with Jackson County at the Truman Sports Complex.
Section 2. That pursuant to Section 3-35(b)(5) and Section 3-437(b), Code of Ordinances, the Council hereby determines that it is in the best interests of the City to waive the contract solicitation and Article IV, Chapter 3 requirements otherwise set out in the Code of Ordinances as to the agreements authorized in Section 1 above.
Section 3. That the sum of $450,000.00 is hereby appropriated from the Unappropriated Fund Balance of the Conventions and Sports Complex Fund to the following account:
26-5370-105012-B-10DWNTNSTDMDIS Capital Project Consulting $450,000.00
Section 4. That the City Manager is designated as requisitioning authority for Account No. 26-5370-105012-B-10DWNTNSTDMDIS.
Section 5. That this ordinance relating to the appropriation of money is recognized as an ordinance with an accelerated effective date as provided by Section 503(a)(3)(C) of the City Charter.
