Reducing previously appropriated funds in General Fund (1000) Contingent Appropriation by $700,000.00; appropriating $700,000.00 from the unappropriated fund balance of the General Fund (1000) and appropriating a like transfer to the Public Mass Transportation Sales Tax Fund (2080); appropriating $700,000.00 from the unappropriated fund balance of the Public Mass Transportation Sales Tax Fund (2080); authorizing the City Manager to enter into Amendment No. 1 to the 2026-2027 Transit Services Agreement with the Kansas City Area Transportation Authority; and recognizing this ordinance as having an accelerated effective date.

WHEREAS, Ordinance No. 260402 authorized the City Manager to execute an agreement not to exceed $85,578,976.00 with the Kansas City Area Transportation Authority (“KCATA”) to provide transit services for the City of Kansas City between May 1, 2026, and April 30, 2027; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the sum of $700,000.00 is hereby reduced in the following accounts of the General Fund, Fund No. 1000:

 

27-1000-179990-B                                                        Contingent Appropriation                                                               $700,000.00

 

Section 2. That the sum of $700,000.00 is hereby appropriated from the Unappropriated Fund Balance of the General Fund, Fund No. 1000, to the following account:

 

27-1000-129998-902080                                           Transfer to

Public Mass Transportation Fund                                          $700,000.00

 

Section 3. That the revenue estimate in the Public Mass Transportation Fund, Fund No. 2080, is hereby increased by the following amount:

 

27-2080-120000-501000                                          Transfer from General Fund                                                               $700,000.00

 

Section 4. That the sum of $700,000.00 is hereby appropriated from the Unappropriated Fund Balance of the Public Mass Transportation Fund, Fund No. 2080, to the following account:

 

27-2080-692000-F                                                               KCATA Operations                                                                                    $700,000.00

 

Section 5. That the City Manager is hereby authorized to execute Amendment No. 1 to the 2026-2027 Transit Services Agreement with KCATA, which amendment shall increase the total contract amount not to exceed $86,278,976.00. Such an amendment shall require KCATA to implement a functionally free fare system for all riders and a no-cost fare for indigent riders.

 

Section 6. That the City Manager is directed to include language in Amendment No. 1 to the 2026-2027 Transit Services Agreement with KCATA requiring KCATA to use funding provided herein to support temporary staffing necessary to increase distribution of fare cards, increase public communications of ways to pay fares on buses and ways to access fare cards if necessary, and to increase the number of locations at which fare cards may be purchased or acquired. The remainder of said funding appropriated herein may be used to support availability of functionally free fares and passes.

 

Section 7. That this ordinance, appropriating money, is recognized as having an accelerated effective date provided by Section 503(a)(3)(C) of the City Charter and shall take effect in accordance with Section 503, City Charter.
