Partially exempting the City of Kansas City from the provisions of Section 311.2026, RSMo, which temporarily extends hours of operation for liquor licenses during the 2026 FIFA World Cup Tournament; waiving the requirements of Section 10-214, Code of Ordinances, entitled “Eligible neighbor and neighborhood organization notification” for the limited purposes of this ordinance; and requiring license holders operating until 5:00 a.m. to submit a security plan to the City and Kansas City Police Department by June 1, 2026.

WHEREAS, the State of Missouri enacted Section 311.2026, RSMo, authorizing holders of liquor licenses for on-premises sale by the drink to serve alcoholic beverages for 23 hours per day during the 2026 FIFA World Cup Tournament (June 11, 2026 through July 19, 2026) unless a city or other political subdivision affirmatively opts out by ordinance; and
WHEREAS, the Council seeks to balance the costs and benefits of such extended operating hours, finding that extending operating hours on the condition of establishing sufficient safety precautions offers significant value at minimal risk to residents and visitors of the City; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:
Section 1. Under the authority of RSMo. Section 311.2026, the City of Kansas City hereby temporarily extends the operating hours allowed for all holders of liquor licenses for on-premises sale by the drink. For the period between June 11, 2026, and July 19, 2026, all eligible license holders are permitted to operate until 3:00 a.m.
Section 2. That the City Council hereby waives the eligible neighbor and neighborhood organization requirements contained in Section 10-214, Code of Ordinances, for the limited purpose of authorizing the expanded operating hours as described in this ordinance.
Section 3. License holders operating pursuant to Section 1 and who are located in the following districts and areas are permitted to operate until 5:00 a.m. with a prior submittal of a security plan to the City and Kansas City Police Department as provided under Section 4:
(a) Central Business District as defined in Section 10-134, Code of Ordinances, with an extended western boundary of State Line Road and an extended southern boundary of the Kansas City Terminal Railway Tracks;
(b) Country Club Plaza as defined in Section 88-810-395, Code of Ordinances;
(c) Crossroads Area as defined in Section 88-810-400, Code of Ordinances; and
(d) Westport Area as defined in Section 88-810-2290, Code of Ordinances, with an extended western boundary of Clark Avenue and an extended northern boundary of 39th Street.
Section 4. Prior to operating pursuant to this Ordinance, license holders operating pursuant to Section 3 must submit to the City and Kansas City Police Department no later than June 1, 2026, a security plan aligned with direction from the City and the Kansas City Police Department for how to mitigate the risks associated with longer operating hours, including area impact adjacent to the licensee.
