Estimating revenue in the amount of $1,810,963.00 to the Federal Stimulus Grants account; authorizing acceptance of the Grant Offer for Bipartisan Infrastructure Law (BIL) Airport Infrastructure Grant (AIG) Project No. 3-29-0040-093-2023 at Kansas City International Airport from the United States of America, acting through the Federal Aviation Administration (FAA); authorizing the Director of Aviation to accept the grant; and recognizing this ordinance as having an accelerated effective date.

WHEREAS, the Aviation Department submitted to the FAA a Project Application dated April 26, 2023, for a grant of Federal funds for a project at or associated with the Kansas City International Airport which is included as part of this Grant Agreement; and
WHEREAS, the FAA has approved a project for the Kansas City International Airport (herein called the “Project”) consisting of Reconstruct Runway 1L/19R Blast Pads and Taxiway High Speed Connectors - Phase 1 Design Only (herein called the “Project”); and
WHEREAS, the BIL Grant is provided in accordance with the Infrastructure Investment and Jobs Act (IIJA) (H.R. 3684 Public Law 117-58); and
WHEREAS, the purpose of the BIL Grant is to provide funds for airport development or noise program implementation; NOW THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:
Section 1. That revenue is estimated in the amount of $1,810,963.00 in the following account:
24-8300-620000-479979 Federal Stimulus Grants $1,810,963.00
Section 2. That a BIL Grant Agreement between the City of Kansas City, Missouri and the Federal Aviation Administration for the period of 4 years from the date of acceptance in the amount of $1,810,963.00 is hereby accepted and approved, and the Director of the Aviation Department is authorized to execute the grant on behalf of the City. A copy of the grant agreement is on file with the Director of the Aviation Department.
Section 3. That this ordinance, relating to the design, repair, maintenance of construction of a public improvement, is recognized as an ordinance with an accelerated effective date as provided by Section 503 (a)(3)(D) of the City Charter and shall take effect in accordance with Section 503, City Charter.
