Authorizing the City Manager to execute an agreement with the Port Authority of Kansas City, Missouri, the Kansas City Area Transportation Authority, and the Kansas City Streetcar Authority for the KC Streetcar Riverfront Extension Project.

WHEREAS, the City currently owns and supports the operation of an approximately 2.2 mile (+/-) modern streetcar line running generally along Main Street from River Market to Union Station ("Initial Phase"); and

WHEREAS, the Initial Phase is to be extended, running south from Union Station generally along Main Street with a terminus in the general vicinity of the University of Missouri - Kansas City's Volker campus ("Main Street Extension"); and

WHEREAS, a multi-agency partnership consisting of PortKC, Kansas City Streetcar Authority (KCSA), and the City conducted a modal feasibility study recommending an approximately 0.55-mile bi-directional northern extension of the streetcar system from its current terminus near 3rd Street and Grand Boulevard across the Grand Boulevard Viaduct and to Berkley Riverfront (the "Riverfront Extension") was warranted; and

WHEREAS, the Riverfront Extension will address significant connectivity challenges that currently isolate the riverfront from broader City access and will serve as a northern terminus for operations of the expanded streetcar system;

WHEREAS, the design and construction of the Riverfront Extension, inclusive of contingency, is currently estimated to cost $20,199,453; and

WHEREAS, the project partnership, with KCATA as lead applicant, applied for and was selected for a federal Better Utilizing Investment to Leverage Development (BUILD) Grant from the U.S. Department of Transportation in the amount of $14,199,453 ("BUILD Grant"); and
