Amending Chapter 2, Code of Ordinances, by repealing Section 2-970.31, entitled “Establishment; membership; appointment of members,” and replacing it with a new section of like number and title for the purpose of allowing high school freshmen and sophomores to serve on the Kansas City Youth Commission.
