Authorizing the City Manager to negotiate and execute a Legal and Professional Services Agreement(s) with outside counsel for the provision of legal and other advisory services relating to the City's good faith negotiations with the Kansas City Royals to stay in Kansas City; authorizing the City Manager to negotiate and execute a third-party payor agreement whereby the Royals will directly pay the City's outside counsel for its legal and advisory services to the City; reducing the Contingent Appropriation by $1,000.00 in the General Fund to increase outside legal consulting; and recognizing this ordinance as having an accelerated effective date.

WHEREAS, the Royals seek to relocate the team's stadium and are considering downtown Kansas City as a potential location; and
WHEREAS, on August 3, 2023, the City Council unanimously adopted Resolution No. 230656 expressing the Council's intent for the City to continue good faith negotiations with the Royals to stay in Kansas City; and
WHEREAS, the City and the Royals are engaged in good faith negotiations regarding the Royals' potential stadium relocation; and
WHEREAS, the Council recognizes both the uniqueness of this issue and the complex and specialized nature of the multiple areas of law involved in such negotiations; and
WHEREAS, the Council recognizes the Law Department has obtained professional services from local and national firms in complex matters where sufficient expertise and experience is necessary to achieve the best result for the City; NOW, THEREFORE;
BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:
