WHEREAS, businesses owned by certain individuals face unique challenges within the local marketplace; and

WHEREAS, the City of Kansas City would like to support these business owners; and

WHEREAS, the City of Kansas City Missouri provides contracting opportunities through its business enterprise programs that serve socio-economically disadvantaged businesses; and

WHEREAS, compiling information on these businesses will be helpful in determining how the City can support these businesses; and

WHEREAS, among businesses who have been marginalized within the community are those owned by veterans and LGBTQ individuals; NOW, THEREFORE,

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

Section 1. That the Human Rights Commission is to develop a registry of businesses whose owners may have been marginalized in the marketplace (including veteran-owned and LGBTQ-owned) in order to determine how the City may best support these businesses and create programming recommendations for these businesses.

Section 2. That the Human Rights Commission shall make an interim status report to the Council within ninety days of the passage of this resolution on the development of the registry and the programming recommendations.

Section 3. That within twelve months of the passage of this Resolution the Human Rights Commission shall report back to the Council its development of the registry of businesses that have been marginalized in the marketplace and its programming recommend...
