Authorizing the Director of Parks and Recreation to enter into a supplemental cooperative grant funding agreement with the Missouri Department of Transportation for the Federal Highway Administration Transportation Alternatives Program (TAP) for the Blue River Trail Martha Truman Connector Project for $342,200.00; estimating revenue and appropriating $342,200.00 to the Capital Improvements Grant Fund; and recognizing this ordinance as having an accelerated effective date.

WHEREAS, the Transportation Alternatives Program has awarded supplemental funding for the Blue River Trail Martha Truman Connector Project in the amount of $342,200.00; and

WHEREAS, the supplemental funding for this project requires a local match of $85,550.00 that has been funded by Council District 6 PIAC, for a total amount of $427,750.00; and

WHEREAS, this project will consist of the design and construction of a segment of the Blue River Trail that will extend this regional trail shown in the MetroGreen and Trails KC Plans as a priority segment with the project limits being along the Blue River from E. 116th Street to Martha Truman Road; and

WHEREAS, this funding is supplemental to $250,000.00 grant funding previously authorized in Ordinance No. 200010 on January 23, 2020, which required a local match of $62,500.00 that was funded by 6th Council District PIAC; and

WHEREAS, supplemental grant funds became available in the Missouri TAP balance and Parks and Recreation sought them to assist with funding this project; and

WHEREAS, on June 25, 2024, the Board of Parks and Recreation passed Resolution No. 32583 which approved for the Director or designee to execute the necessary documents from the Supplemental TAP Grant Award this project on behalf of the Board; and
