COMMITTEE SUBSTITUTE
Amending Chapter 10, Code of Ordinances, "Alcoholic Beverages," by repealing and replacing Section 10-266 for the purpose of applying the section 10-242 probationary period and criteria to any approved change in control or majority change in ownership of a business that results in the issuance of a new license and requiring informational notice to eligible Neighborhood Associations, Home Associations, the Kansas City Police Department, and the City Council of the change in control or majority change in ownership.

WHEREAS, a change in control or majority change in ownership of a business may result in the issuance of a new license;
WHEREAS, the City has an interest in promoting transparency and public awareness regarding ownership and operation of establishments licensed to sell alcoholic beverages in the City and desires to promote public confidence in the licensing process; and
WHEREAS, changes in ownership of a licensed establishment may affect the surrounding neighborhood, nearby residents, businesses, and property owners who may have an interest in being informed of such changes; and
WHEREAS, the Alcoholic Beverage Advisory Group, at its June 22, 2026 meeting, discussed and conveyed recommendations to the City on proposed language addressing change in control and majority change in ownership; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:
Section 1. That Chapter 10, Code of Ordinances, "Alcoholic Beverages," is amended by repealing Section 10-266, and enacting in lieu thereof a new section of like number and subject matter, to read as follows:
