Authorizing the City Manager to enter into negotiations for the cooperative funding agreement with Platte County, Missouri, for trail improvements along Route 152 and McHenry Park and to report back to the council on the status of the agreement within two weeks of the effective date of this ordinance.

WHEREAS, the City of Kansas City owns a total of 838 acres more or less of property designated as parkland and currently referred to as "Mark McHenry Park", located at the northwest corner of N. Childress and Route 152, Platte County; and

WHEREAS, City Resolution 140182 directed the City Manager to cause specific projects to be submitted to the Mid-America Regional Council (MARC) for federal Transportation Alternatives Program (TAP) funding and the City received a $500,000.00 TAP Grant for the construction of Route 152 Trail from McHenry Park to North Amity; and

WHEREAS, City Ordinance 200569 authorized condemnation and taking of private property interests for public use for the Route 152 Trail from McHenry Park to North Amity however the project stalled due to rising construction costs and lack of available matching funds; and

WHEREAS, the City adopted a Climate Protection and Resiliency Plan in 2022 which included goals and objectives which included investing in safe bike and pedestrian infrastructure, working towards a system of protected and connected bike lanes, greenways, and sidewalks that use universal design principles, and implement the Bike KC Master Plan, Trails KC Plan to shift trips to bicycling and walking by expanding a network of safe and accessible routes; and

WHEREAS, in 2024, Platte County (the "County") applied for federal funds to complete the project within the City as this section of trail is part of a 32 mile carbon free transportation ...
