COMMITTEE SUBSTITUTE
RESOLUTION - Directing the City Manager to assess the feasibility of creating a centralized “one-stop shop” for City fee and tax collection and to report back to Council with recommendations, including costs and staffing considerations.

WHEREAS, the City of Kansas City administers multiple regulatory processes that require the collection of fees and taxes; and
WHEREAS, these fees and taxes are currently collected through several different points of entry, creating a fragmented and cumbersome process for residents and businesses; and
WHEREAS, individuals and entities seeking to comply with City regulations, relocate to Kansas City, or open a new business should have a clear, accessible, and efficient pathway to compliance and participation in the local economy; NOW, THEREFORE,
BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:
Section 1. That the City Manager is directed to assess the feasibility of establishing a centralized, integrated system for the collection of City fees and taxes.
Section 2. That such assessment shall include, but not be limited to:
a. Evaluation of technology or software necessary to support centralized fee and tax collection;
b. Estimated costs associated with implementation and ongoing operations;
c. Identification of any necessary reorganization or coordination of existing City staff and departments; and
d. Opportunities to streamline processes to improve customer experience and regulatory compliance.
Section 3. That the City Manager shall present findings and recommendations to the City Council within 90 days of the adoption of this resolution.
