Directing the Central City Economic Development Sales Tax Board to issue a targeted request for proposals during the next round of Central City Economic Development Sales Tax funding for eligible projects located on Prospect Avenue between 9th Street and Gregory Boulevard.

WHEREAS, the City Council, by Resolution No. 250148, approved the ProspectUS Equitable Transit Oriented Development Strategic Plan as a strategic redevelopment and implementation framework for the broader Prospect Avenue Corridor; and
WHEREAS, Prospect Avenue serves as an important commercial, residential, and transportation corridor in Kansas City and connects neighborhoods, businesses, housing, public infrastructure, and community assets; and
WHEREAS, portions of Prospect Avenue contain vacant and underutilized properties, blighted or dangerous structures, fragmented property ownership, and other conditions that impede redevelopment and productive reuse; and
WHEREAS, addressing these conditions may require investment in blight remediation, predevelopment activities, land assemblage, property stabilization and preservation, demolition, site preparation, and other activities necessary to prepare properties for redevelopment; and
WHEREAS, the area bounded by 9th Street on the north, Gregory Boulevard on the south, The Paseo on the west, and Indiana Avenue on the east constitutes the geographic area in which Central City Economic Development Sales Tax revenues may be used; and
WHEREAS, Prospect Avenue between 9th Street and Gregory Boulevard is located within the Central City Economic Development Sales Tax District; and
WHEREAS, although the ProspectUS Equitable Transit Oriented Development Strategic Plan addresses a broader geographic corridor, the City Council desires that this targeted request for proposals be limited to projects located directly on Prospect Avenue to con...
