Appropriating $3,000,000.00 from the Unappropriated Fund Balance of the Parks Sales Tax Fund, to fund construction of the 9th & Van Brunt Soccer Renovations; the Parks and Recreation Department shall own and exclusively manage, program, and maintain the fields and amenities at 9th and Van Brunt Athletic Fields and provide annual funding for maintenance; and directing the Parks Director to implement a use policy for fields and amenities and to appoint members from the Lykins Neighborhood to the 9th & Van Brunt Advisory Committee.

WHEREAS, in August of 2012, the voters of Kansas City, Missouri overwhelmingly approved a half-cent sales tax increase, in perpetuity, to benefit parks and community centers; and
WHEREAS, the Parks Sales Tax Fund provides the complete funding source for the Engineering, Planning, and Design Services Division of the Kansas City's Parks and Recreation Department; and
WHEREAS, the Parks and Recreation Department provides soccer amenities at 9th & Van Brunt Athletic Fields and desires to upgrade the complex with synthetic turf sport surfacing, locker rooms, lighting, scoreboards, press box, and bleachers; and
WHEREAS, these upgrades align with the Parks and Recreation Department's mission and goal of equity in health and wellness in the community; and
WHEREAS, the Director of the Parks and Recreation Department created and formed the 9th & Van Brunt Advisory Committee to provide guidance for the use and programming of the Athletic Fields at 9th and Van Brunt; and
WHEREAS, the Board of Parks and Recreation Commissioners passed Resolution No. 32320, approving the use of $3,000,000.00 from the Parks Sales Tax Fund to fund the improvements at 9th & Van Brunt Athletic Fields; NOW, THEREFORE,
