Authorizing the Director of Public Works to execute a Cooperative Agreement with the Brookside Shops Community Improvement District and GRI Brookside Shops, LLC for the design and construction of certain public and aesthetic improvements within the Brookside Shops Community Improvement District.

WHEREAS, City Council approved the establishment of the Brookside Shops Community Improvement District (the "Brookside Shops CID") by Ordinance No. 250995 on December 11, 2025;
WHEREAS, a primary purpose of the Brookside Shops CID includes a partnership with the City of Kansas City (the "City") and GRI Brookside Shops, LLC ("GRI Brookside") to fund and develop aesthetic, environmental and public improvements within the boundaries of the Brookside Shops CID;
WHEREAS, the City has agreed to finance the design and construction of a portion of the Trolley Track Trail between 62nd Terrace and 63rd Streets within the Brookside Shops Community Improvement District;
WHEREAS, the hard costs of the Phase I Trolley Track Trail Connector are estimated to be $1,300,000;
WHEREAS, the Brookside Shops CID will reimburse the City $200,000 for costs contributed by the City to construct the Trolley Track Trail Connector, with such reimbursement to be paid out of district generated revenues over a term of eight years following the completion of the Phase I Trolley Track Trail Connector;
WHEREAS, GRI Brookside will oversee and implement the design and construction of the public improvements, with such improvements being subject to the review and approval of the City;
WHEREAS, the Brookside Shops CID and GRI Brookside have proposed entering into a Cooperative Agreement setting forth the covenants, agreements and obligations of the City the Brookside Shops CID, and GRI Brookside to make possible the public improvements; and
